WILDMORE PARISH COUNCIL

 

Minutes of the meeting of Wildmore Parish Council held on Monday 13th July 2026 in New York Village Hall.

49/26.               Chairman’s Remarks

The meeting was declared open with all councillors welcomed.

 

50/26.               Apologies for absence and acceptance of any reasons given

Apologies were not received from Cllr Lawes.

 

51/26.               To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations

Cllr Harrison declared an interest in item 56/26 - Allotments.

 

52/26.               Notes of the last meetings held on 15th June 2026 to be approved as the minutes

Notes of the meeting held on 15th June 2026 were agreed as a true record and signed by the chair.

 

53/26.               Clerks report on matters outstanding

The clerk confirmed that the certificate of exemption had been approved by the external auditor.

 

The clerk to provide outstanding details to the internal auditor.

 

54/26.               Reports from outside bodies:

  1. County Councillor

Cllr Matthews was not present.

 

  1. District Councillor

Cllr Foster reported the following:

  • Food waste bins will be delivered at the end of July, but there are 75,000 houses to deliver them to.  The service will not start until mid-October as there has been some issues with the pods that take the food waste.
  • Coningsby toilet replacement programme has slipped into the new year due to asbestos being found in the first two toilet blocks which were being worked on.
  • There is £4000 community grant money available, plus the £2000 from each district councillor. 

East Lindsey investment fund distributes 10 million across the community that it serves, phase 2 has started with another 10 million which can be used for major projects, and parish councils can bid up to £25,000.East Lindsey Essential Grant is also available for essential equipment up to £4000.It was suggested that this could be used to help with the purchase of the bus shelter.

  • An announcement of the LGR should be made sometime this week.  It is expected that North and Northeast will be independent, Lincoln will expand out and all other areas will be rural district.  Representatives will also be reduced.

  1. Payments to be approved

The following payments were approved for payment, as well as outstanding payments from May 2026.Payments are to be made online.

  1. Arrangement to be made for the use of Unity Bank

Three councillors have access to Unity Bank.It was proposed to put £10,000 into Unity Bank so payments can be processed through Unity Bank in the future.Allotment invoices has Lloyds Bank for payment so Lloyds bank will need to remain open until all payments have been received.

 

56/26.               To receive an update on the village hall lease which expires December 2027

Payment has been submitted to YMCA.  Paperwork has been provided for the village hall committee to complete.

 

57/26.               To receive an update on allotments

Allotment invoices have been sent.  Cllr Harrison raised concerns that they are not being received.  The clerk to provide supplied email addresses to Cllr Harrison for confirmation.

 

58/26.               To consider options for the bus shelter

Bus shelters vary in cost from £3500 to £4000.  It was proposed by Cllr Everard to send various options to councillors and preferred bus shelter to be provided to the delegated clerk.  Once received a grant will need to be applied for through Lincolnshire County Council.

 

59/26.               To receive an update on the War Memorial and discuss next steps

The war memorial has been cleaned by volunteers Balfour Beatty volunteer scheme.  We had to only provide the bucket and cleaning materials.  It has highlighted that the lettering is crumbling, the lettering is not etched into the stone.  It was agreed for Cllr Everard to contact stonemasons to provide a quote for restoring the war memorial. 

 

60/26.               To receive an update on the future of New York Primary School

No further update.

 

61/26.               Highways Matters

  • Wooden barriers are being knocked off by farming vehicles.
  • There has been no update of parking in the layby and will need to be raised with Cllr Matthews.
  • Coningsby car park will be closed for a day for re-lining.
  • Haven Bank still has issues.  All were asked to take picture and add to FixMyStreet.

 

62/26.               Planning Matters

There were no new planning matters.

 

The clerk has been asked to check why the parish council comments have not been included on the application for Bunkers Hill change of use.  It was noted that an amendment had been made on 28th May.

 

63/26.               To agree members of the Personnel Committee

It was agreed that members of the personnel committee will be Cllr Langdon, Cllr Jones and Cllr Lawes.

 

Terms of reference for the committee is required and to be agreed at the next meeting.
