Minutes of the meeting of Wildmore Parish Council held on Monday 9th March 2026 in New York Village Hall.

Public Participation
Concerns were raised about planning 00025/26/FUL - Change of use of agricultural land to form equestrian/horse livery:
- Concerns of where cars will be parked as a small car park
- Water drainage
- Being built near residential cottages
- Electrics
- Floodlights and noise disruption
- Distress to animals already is residence
- How will horses be unloaded if unable to fit on the car park
- A lot of work has already started so will be retrospective
- Using Old Chelsea Cottage as an address which is incorrect.
17/26. Chairman’s Remarks
All were welcomed to the meeting.
18/26. Apologies for absence and acceptance of any reasons given
Apologies for absence were received and accepted from Cllr S Langdon, Cllr J Laird, Cllr P Bargh.
19/26. To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations
Cllr Harrison declared an interest in allotments.
Cllr Everard requested a dispensation to remain in the room for the debate of 28/26 planning matters but would not take part, granted.
20/26. Notes of the last meetings held on 12th January 2026 to be approved as the minutes
Minutes of the meeting held on 12th January 2026 were circulated prior to the meeting. It was RESOLVED that the minutes be accepted as a true and accurate record.
21/26. Clerks report on matters outstanding
- Internal auditor has been appointed.
- Grant from District Councillors has been received (£2000)
- Volunteer Scheme to view the memorial has been arranged for 13th April at 9.30am.
- Unity Trust – Further ID is needed for Cllr Everard.
- Cllr Everard has been in contact with regards to the bus shelter an awaiting a meeting.
22/26. Reports from outside bodies:
- County Councillor
There will be an increase of 2.9% for the council tax which is the second lowest in the country. Half a million pounds it going to be received, half to be spent as councils would like and the other half is for big projects which will come to the executive for a decision. Parish councils will be able to request money from both district and county councillors.
Cllr Matthews has been on a drive around with highways and has a lot on the list for repairs. It was noted by Cllr Everard that Sandy Bank is now less muddy, but verges have been obliterated. Cllr Matthews confirmed that once the weather is better work will start. Councillors are going to be issued with an app so they can be updated on the ongoing issues of potholes. Highways are now dealing with cluster potholes. There are normally 12 crews out repairing potholes this has now been increased to 40.
- District Councillor
Full council has set the budget with a 5.13% per annum increase due to costs and resources increasing in price. 62% gets paid directly to Witham Forth Drainage board for flooding and water flow in the area. Additional costs involve the food waste. Contingency has had to be built into the budget.

A full budget update was provided.

It was RESOLVED to accept all payments.Proposed by Cllr Lawes, seconded by Cllr Jones, with all in favour.

24/26. To receive an update on the village hall lease which expires December 2027
The lease will be investigated once membership is in place with YMCA.
25/26. To receive an update on the bus shelter
Cllr Everard has been in touch with the county council and arranging a meeting with the LCC officer.
26/26. To receive an update on the future of New York Primary School
Cllr Matthews confirmed that as far as the council is concerned the building is empty but still trying to find out what is going on.
27/26. Highways Matters
It was reported that work done on Langrick Road to the drain is in disrepair again. Cllr Matthews will check as if failed within a year the works have to be repaired free of charge.
28/26. Planning Matters
00025/26/FUL - Change of use of agricultural land to form equestrian/horse livery. Erection of a stable building, provision of a manege, horse walker, car parking and access road. Demolition of existing stable building. Land At Old Chelsea Cottage Bunkers Hill New York Lincolnshire
A number of comments were received from residents. The parish council noted the following and proposed by Cllr Lawes, seconded by Cllr Jones with all in favour to submit the comments.
- The application is not true full as work has already begun
- Buildings are very close to cottages
- Lights will affect neighbours; lighting should not be operated 24 hours a day – not before 6am and after 11pm as a condition
- Access to utilities, is there a separate supply or is this coming from a neighbouring property
- The plot is too small for the proposal
- Application has been made through a different address
- Will there be any subdued streetlighting from the roadside to the car park
- Will there be prohibited parking on the roadside for users of the site as not much car parking space
- Insufficient space for horse boxes
- Field can be waterlogged, has any consideration been given to drainage of the land
- There should not be any retail activities or social events taking place on the premises

30/26. Correspondence
Trees have been worked on, fantastic job and thanks were given.
31/26. Future Meetings and Items for Consideration
The next meeting has been agreed to be held on Monday 11th May 2026, annual parish meeting to commence at 7.00pm.
The meeting was declared closed at 8.40pm.
