WILDMORE PARISH COUNCIL
Minutes of the meeting of Wildmore Parish Council held on Monday 12th January 2026 in New York Village Hall.
Present:

Councillors: Cllr M A Jones, Cllr A Harrison, Cllr J Lawes, Cllr P Bargh, Cllr S Langdon, Cllr J Laird, Cllr J Ronston (who joined the meeting after item 04/26)

Public Participation
Concerns were raised about the state of verges and road on Sandy Bank, all grass verges are now a mud bath and unable to walk safely, gullies are over 6 inches deep. Cllr Matthews confirmed that due to a road closure there was a diversion in place. LCC have tried to help with this but at this time of year it is waterlogged and is a matter of timing. Cllr Matthews was asked to look at other options such as passing places. There are also verges giving away on Langrick Road towards New York.
Cllr Matthews is still trying to find out who is responsible for the verge outside Botany Bay Bungalow and a road survey of condition has been completed on the B1192.
It was noted that a lot of work has been done on Bunkers Hill and the road condition is not of the same condition. Cllr Matthews confirmed Anglia Water are responsible and will make a complaint on behalf of the parish council.

03/26. To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations
A dispensation request was received by Cllr Harrison in regards to the allotments in minute 09/26.It was unanimously RESOLVED that Cllr Harrison could have an input to the allotment discussion.
04/26. Notes of the last meetings held on 10th November 2025 to be approved as the minutes
Minutes of the meeting held on 10th November 2025 were circulated prior to the meeting. It was RESOLVED that the minutes be accepted as a true and accurate record.
04/26. To consider co-option application
An application has been received from John Ronston. It was proposed by Cllr Harrison, seconded by Cllr Lawes and RESOLVED to co-opt the applicant. John Ronston completed their Declaration of Acceptance of Office and their Register of Interest.
05/26. Clerks report on matters outstanding
- The defibrillator has been registered with the Circuit.
- All parish council documentation is to be added to One Drive.
06/26. Reports from outside bodies:
- County Councillor
- Drains have now been sorted and diversions have now ended. Thanks were given for the prompt work.
- There has been a lot of false information about council tax increases, and a consultation is taking place with over 400 responses so far. 2% is ringfenced for adult social care.
b.District Councillor
- The district council is also setting budgets but are limited to the amount which can be set due to the Local Government Reorganisation. It is expected that parish councils will have more responsibilities.
- Some districts have started to distribute the waste caddies but will not happen in East Lindsey until October. It is important that we get this right so lots of information will be given to residents.
- There are available funds from district councillors which the parish council can apply for by the end of February.
07/26. Financial Matters
- Finance update
A full financial update was provided by the clerk.The clerk confirmed that the allotment account is now closed.
- Payments to be approved
It was RESOLVED to accept all payments.

- To agree budget and precept for 2026/2027
Councillors went through the budget in detail with the budget being agreed. It was proposed by Cllr Harrison, seconded by Cllr Lawes and RESOLVED that the precept be set at £9,000.
It was agreed that the parish council will apply to the district councillors for £2000 grant towards cleaning and updating the lettering of the war memorial. It is expected the cost will be in the region of £4000, the remainder will come from reserves.
08/26. To receive an update on the village hall lease which expires December 2027
Cllr Everard has been in contact with YMCA who provides village hall advice. To become a member, it will cost £140 for 3 years. It was RESOLVED to accept the cost which was proposed by Cllr Harrison and seconded by Cllr Lawes.
09/26. Allotments
Allotment invoices to be sent for a period of April 2025 to April 2026.
10/26. To receive an update on the bus shelter
Cllr Matthews confirmed that the bus shelter does fit the criteria but unsure if there will be a cost to the parish council.
11/26. To receive an update on the future of New York Primary School
New signs have been put up in the school as well as electric charging stations. Just before Christmas staff received a message to say the trust are not now seeking alterative provision and they are not going forward with the church MAT application as there has not been enough interest. It was noted that New York Primary School has not formally closed as of December 2025 on DfE.
12/26. Highways Matters
- Community Speed Watch
Commitment would be needed before training is organised with at least 6 to 10 people needed, and 3 to take a speed gun out.
- To discuss the junction of Mill Lane, Haven Bank Road, Hurn Bridge Road, Sandy Bank Road
The roads are in bad condition and marks have been put around potholes.Cllr Matthews confirmed that the summer drought has caused a lot of problems with some things having to be delayed.Cllr Matthews reminded everyone to use FixMyStreet to report any issues.
13/26. To discuss the possibility of a clothes bank at the village hall
Cllr Lawes will raise this with the Village Hall Committee. Concerns were raised though due to other items being left.
14/26.Policies to be agreed
It was RESOLVED to accept the following policies
- Records Retention policy
- Date Breach Policy
- Training and Development
15/26. Correspondence
It was RESOLVED to accept the quote from ELAN City of £2838 including VAT to include a connector so data is downloaded automatically costing £500.
16/26. Future Meetings and Items for Consideration
The next meeting has been agreed to be held on Monday 9th March 2026
