Minutes of the Meeting of Wildmore Parish Council held on Monday 14th November 2022 in New York Lecture Hall.

1427. Welcome by Chairman
Cllr Everard welcomed everyone to the meeting and thanked them for attending.
1428. To receive report from Cllr T Ashton, County Councillor
Cllr Ashton reported. The Council are currently looking at their budgets and any spare funds are being put into Highways. Five million pounds will be put into Highways and this will make a difference meaning that programmed repairs can still go ahead. There has been a change of personnel and a lady named Leyla Hardy is looking after Highways in this area, working out of Horncastle. Cllr Ashton is taking her on a tour of the area in December to highlight areas which are in need of repair. The road at Sandy Bank is already on her radar.
Energy price increases are having a significant impact on the Drainage Boards, with running costs increasing dramatically.
The County Council are trying their best not to increase Council Tax this next year but any extra will be used for Adult Social Care and Highways.
Cllr Ashton advised that there are gaps in the Speed Limit Policy which are causing problems in certain areas. He will once again look at trying to get the limit reduced between the school and the village. He will also see why the archer survey was carried out at the crossroads rather than further in the village or at the school.
Cllr Ashton left the meeting.
1429. To receive report from Cllr M Foster, District Councillor
Cllr Foster had sent in a report about the update on the SPF bid to assist with Broadband in Wildmore Parish. The bidding prospectus will be issued following approval at Executive Board (hopefully in November). If the process is approved this will then enable review of projects put forward. The bidding process hasn’t been opened yet as the Council are awaiting the funds from Government.

1430. To receive and approve apologies for absence
Apologies had been received from Cllr Lawes who was away on holiday and District Councillors Cllr Avison and Cllr Foster. It was agreed to approve Cllr Lawes’ apology.
1431. To receive declarations of interest under the Council’s Code of Conduct related to business on the agenda and to consider any dispensations
There were no declarations of interest brought before the meeting.
1432. To receive and approve the minutes of the last meeting held on 26th September 2022 for signature
The minutes of the meeting held on Monday 26th September 2022 had been circulated prior to the
meeting. It was proposed by Cllr M A Jones and seconded by Cllr R Kirk that the minutes of the
meeting be accepted as a true and accurate record. All in favour. Cllr Everard signed the minutes.
1433. To note any matters arising from the minutes not included on this agenda for report
only
There were no matters arising from the minutes.
1434. To consider .gov.uk email systems for Council business
Cllr Everard had asked the clerk to circulate information about the importance of secure email
systems and GOV.UK. Also circulated were details of providers of the email systems. The prices
from the providers ranged from £200 for2 years initial costs and £35 per year per user to £110 for two
years with 25 email boxes for £49.99 per annum. It was agreed not to purchase secure emails but
that all councillors would set up new email addresses just to be used for Parish Council business. It
was proposed by Cllr M Jones and seconded by Cllr Bargh that Councillors move to a specific
Wildmore Parish Council email address.
1435. To consider and approve next steps for the Community Speed Watch scheme,
setting up co-ordinators, obtaining volunteers, speed indicator devices and other publicity
Cllr Everard advised that a few Councillors had attended the Zoom meeting regarding the
Community Speed Watch scheme. Until signed Volunteer Indemnity Forms are received by
Community Speed Watch no one will come out to assess the area for suitability. Cllr Everard signed
a form and the clerk will send this off. Concerns were raised that the village will struggle to get three
volunteers every time a roadside check is carried out. Cllr Everard advised that there are currently
no streetlamps to attach signs to, only BT telegraph poles. Various queries had been raised
regarding the scheme, particularly how effective the scheme will be and how accurate any data
gathered will be. A response had been received from Lincs Road Safety Partnership. They say that
nationally the scheme has proved to be an effective initiative to remind drivers of their responsibility
to adhere to speed limits and in Lincolnshire 90% of people who get a letter do not receive a second
one. They think that even if it only slows them down in the village it is a result. Again discussions
took place as to whether the electronic signs would be more beneficial to the village. Although
much more expensive at a cost of approx. £2500 each, it was felt that these may have more of a
desired effect at slowing the traffic down. The clerk will make enquiries to see if any funding is
available for such projects.

1436. To note information about elections 2023
Elections will take place on 4th May with nomination papers coming out in March.
1437. To consider plans for celebrating the Coronation 2023.
The Coronation of King Charles will take place in the Spring of 2023. It was agreed to put money
aside in case any celebrations are organised. This will be discussed at a future meeting.

1439. To review budget setting for 2023-24 financial year and estimating the precept (to
be confirmed in January 2023 meeting)
The clerk had circulated budget figures to Councillors prior to the meeting. This showed expenditure
to the end of March 2022, current expenditure as at 14th November and predicted expenditure for
2023/2024. Figures were discussed and a final decision to approve the budget and precept for
2023/24 will be made at the January meeting.

1440. To note items of correspondence for information and decide on items for future
Action, including LALC E-News, Information from Victoria Atkin’s Winter Summit
Correspondence had been circulated prior to the meeting. This included the LALC E-Newsletters,
updates from LALC and NALC and the local police newsletter.
Cllr Everard had attended the Cost of Living Summit organised by Victoria Atkins MP. This summit
highlighted support measures which were available from organisations such as Wellbeing Lincs,
YMCA Lincolnshire and Age UK. The police are also supporting a new initiative to help people living
with dementia. Smart wristbands are available which will give details of the wearer and also next of
kin information.
1441. Planning – To comment on and receive updates on outstanding planning
applications
S/207/00538/22 – Houghbridge House, Langrick Road, New York, LN4 4YP – Erection of an agricultural storage building for machinery – The clerk has not received any information as to whether a decision has been made on this application. She will contact ELDC Planning for an update.
S/207/02074/22 – Site Neighbouring Triburon, Sandy Bank Road, New York, LN4 4YE – Erection of a garden structure – No Comment.
S/207/02075/22 – Lady Meade Cottage, Castledyke Bank, New York, LN4 4XF – Extensions and alterations to the existing dwelling to provide additional accommodation and erection of a detached garage and workshop – No comment.
EC/207/00495/21 – Chapelry Farm, Langrick Road, New York, LN4 4XH – No updates had been received regarding this.
1442. To discuss any other parish matters that require any urgent or immediate consideration, such, Police/Crime, Development, Education, Health, Highways, District and County Council, Training Items.
Limes Trees – The clerk was asked to get quotes to have work carried out on the lime trees at the crossroads. They need cutting back as they are overgrowing the footpath/bus stop.
Education – The school have now got their new signs erected.
1443. Future Meetings and Items for Consideration
The next meeting is scheduled for Monday 9th January 2023 at 7.30pm in New York Lecture Hall.
