Minutes of the Meeting of Wildmore Parish Council held on Monday 15th May 2023 in New York Lecture Hall.

1471.                     Signing of declarations of Acceptance of Office by new Councillors

 

All new councillors present signed the Declarations of Acceptance of Office.  These will be kept on file by the Clerk.  It was approved to accept Cllr Bargh and Cllr Lawes as Councillors despite not being present at the meeting.  The clerk will get them to sign the forms before the next meeting.

 

1472.                     Election of Chairman 

 

It was proposed by Cllr Harrison and seconded by Cllr Jones that Cllr Everard be re-elected as Chairman for the forthcoming year.  All in favour.  Cllr Everard was duly elected.

 

1473.                     Signature of Declaration of Acceptance of Office Form by newly elected Chairman

 

Cllr Everard signed the Declaration of Acceptance of Office Form as the newly appointed Chairman.

 

1474.                     To receive and approve apologies for absence

 

Apologies had been received from Cllr Bargh who was unable to attend due to work commitments.  No apologies had been received from Cllr Lawes.  

 

1475.     To receive declaration of interest under the Council’s Code of Conduct related to business on the agenda and to consider any dispensations

 

There were no declarations of interest brought before the meeting.

 

1476.                     To receive and approve the minutes of the last meeting held on Monday 13th March 2023 for signature

 

The minutes of the meeting held on Monday 13th March 2003 had been circulated before the

meeting.  It was proposed by Cllr Harrison and seconded by Cllr Kirk that the minutes be accepted as a true and accurate record.  All in favour.  Cllr Everard signed the minutes.

1477.                     To note any matters arising from the minutes not included on this agenda for report only

 

Newsletters – Cllr Everard advised that it had been difficult to deliver all the newsletters within the Parish.  It was agreed that next time these are published, Councillors will be asked to help deliver these with the Parish being broken down into manageable areas.

 

1478.                     Election of Vice Chairman

 

It was proposed by Cllr Everard and seconded by Cllr Kirk that Cllr Bargh be re-elected as Vice Chairman for the forthcoming year.  All in favour.  Cllr Bargh was duly elected.

 

1479.                     Signature of Declaration of Acceptance of Office Form by newly elected Vice-Chairman

 

As Cllr Bargh was not present the clerk will ensure that he signs the Declaration of Acceptance of Office Form before the next meeting.

 

1480.                     Election of Personnel Committee

 

It was proposed by Cllr Harrison and seconded by Cllr Kirk that Cllr Bargh, Cllr Lawes and Cllr Jones be elected as the Personnel Committee.  All in favour.

 

Cllr Bargh joined the meeting.

 

Cllr Bargh signed the necessary Declaration of Acceptance Forms.

 

1481.                     To receive the Internal Auditor’s report for consideration and to approve necessary actions.

 

Recommendations and observations from the Internal Auditor were as follows:

 

It is strongly recommended that the council have a mid-year audit so that any issues can be sorted before the final audit.  The clerk did explain that there should have been a mid-year audit but to due to personal circumstances she had not been able to get the necessary paperwork done in time.  She will ensure that all paperwork for a mid-term audit is in place for September/October this year.

 

An employee’s contract of employment is required under the publication scheme.  Cllr Everard advised that advised that a contract of employment template is available through the LALC portal.  Cllr Bargh will sort the contract.

 

Most of the Council’s policies are due for review.  The clerk will work her way through these and present them at a future meeting for approval and adoption.

of council business.  It was recommended that either one person has website training or the council

opt into the LALC website maintenance scheme.  The clerk advised that she was behind with updating the website but that she would ensure that it was up to date before the next meeting. 

 

1482.                     To approve the Annual Governance Statement for the Year Ending 31st March 2023

 

Cllr Everard read out the items on the Annual Governance Statement.  It was proposed by Cllr Harrison and seconded by Cllr Kirk that the Annual Governance Statement be approved.  All in favour.  The Chairman and the clerk both signed the document.

 

1483.                     To approve the Financial Statement for the Year Ending 31st March 2023

 

It was proposed by Cllr Kirk and seconded by Cllr Harrison that the Financial Statement for the year ending 31st March 2023 be approved.  All in favour.  The Chairman and the Clerk both signed the document.

 

1484.                     To approve the Certificate of Exemption for the year ending 31st March 2023

 

It was proposed by Cllr Harrison and seconded by Cllr Jones that the Certificate of Exemption be approved.  All in favour.  The Chairman and the clerk signed the document.

 

1485.                     To receive and approve Insurance proposal 1st June 2023 to 31st May 2024

 

The Parish Insurance renewal had been received from Zurich Municipal at a cost of £193.35.  It was proposed by Cllr Jones and seconded by Cllr Harrison that this be approved.  All in favour.

1487.                     To consider next steps for the Community Speedwatch Scheme and Speed Indicator Advice

 

The clerk had been in touch with Lincs Road Safety Partnership to get the two posts erected in readiness for the speed indicators.  Unfortunately, Mr Butler who was dealing with this has changed jobs and is no longer in charge.  There is currently no-one to replace him but as soon as some-one is appointed the work will be carried out.  Nothing further can be done until the posts are in place.

 

Concerns were expressed about the speeding traffic through the village again, particularly near the junction where vehicles have been seen overtaking one another.  The possibility of getting the road double white lined near to the junction was discussed and the clerk will speak with Cllr Ashton about this.

 

1488.                     To note items of correspondence for information and decide on items for future action, including LALC E-News, Police Newsletters

 

Correspondence had been circulated prior to the meeting.  This included the LALC E -Newsletters,

LALC News and regular updates from LALC and NALC along with the local police newsletters.

 

The LALC training bulletin will be circulated again to all Councillors.

1489.                     Planning – To comment and receive updates on outstanding planning applications

 

EC/207/00495/21 – Chapelry Farm, Langrick Road, New York, LN4 4XH – Siting and storage of a vehicle on land – This matter is still ongoing with both the RSPCA and ELDC Enforcement Team.  The matter is still awaiting decision of appeal.

 

S/207/02406/22 – Round House Farm Haven Bank, New York, Wildmore – Erection of 2 no. detached dwellings, existing agricultural bars to be demolished.  Full Planning Permission granted.

 

1490.                     To discuss any other parish matters that require any urgent or immediate consideration, such as, Police/Crime, Development, Education, Health, Highways, District and County Council, Training Items.

 

Village Hall – The Village Hall Management Committee are looking to raise funds to put a dropped kern in from off the road onto the grass area next to the old tennis courts.  Cllr Everard suggested that the Parish Council may be able to offer them a grant to carry out this work.  This will be put on the July agenda.

Churchyard – There is a tree on the frontage of the churchyard that appears to be dead.  This will in time need to come down.  The state of the tree will be monitored.

Footpath – The clerk had heard back from the team who are carrying out work within ELDC such as footpath clearing, Graffiti cleaning etc.  They are happy to carry out work to the footpath within the village, but they are so busy that it may take some time before they get round to the job.  It would be good if they could get this clear before the start of the new term in September.

School – Cllr Bargh advised that the school are being visited by Ofsted this week so will report on the visit at the next meeting.

The next meeting is scheduled for Monday 10th July 2023 at 7.30pm in New York Lecture Hall.
