Minutes of the meeting of Wildmore Parish Council Meeting held on Monday 28th June 2024 in New York Lecture Hall.

06/24-21    Chairman’s Remarks
The meeting was declared open at 4.30pm, all were welcomed to the meeting.
06/24-22    Apologies for absence and acceptance of any reason given
Apologies of absence were noted from Cllr Bargh and reasons accepted.
06/24-23    To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations
None.
06/24-24    Notes of the last meeting held on 13th May 2024 to be approved as the minutes
Minutes of the meeting held on 13th May 2024 were circulated prior to the meeting.  It was RESOLVED that the minutes be accepted as a true and accurate record.  Cllr Everard signed the minutes. 

It was agreed that a working party consisting of Cllr Jones, Cllr Lawes and Cllr Harrison would form to review the probationary period of the clerk.  The working party will meet at 6.30pm on 8th July 2024 and report back at the parish council meeting.
06/24-25    Financial Matters

To receive, consider and approve cashbook income and expenditure 2023-24 statements and the asset register for publication
It was RESOLVED that the cashbook income and expenditure 2023-2024 statements and asset register were an accurate record and able to be published.

To receive the Annual Internal Audit report, approve publication, consider actions to be taken as a result of any auditor recommendations.
              Cllr Everard explained that an internal audit had been completed but the auditor     
              resigned and were unable to use the report.  A request has been put into LALC and a
              new auditor has been appointed.

To receive, consider and approve the Annual Governance Statement 2023-2024 and for the Chair and Clerk to sign
It was RESOLVED that the Annual Governance Statement 2023-2024 be approved.  The chair and clerk both signed.

To receive, consider and approve the bank reconciliation, variance analysis and Annual Accounting Statement 2023-2024 and for the Chair and RFO to sign.
It was RESOLVED that the bank reconciliation, variance analysis and Annual Accounting Statement 2023-2024 be approved.  The chair and RFO both signed.

To approve the dates of elector’s rights to be exercised Monday 17 June – Friday 26 July 2024
It was RESOLVED that the dates of elector’s rights be exercised Monday 1st July – Friday 9th August 2024.

To approve the Certificate of Exemption and publication of documents on the parish council’s website to meet obligations specified in the Councils Publication scheme Transparency Code and Accounts and Audit Regulations 2015.
It was RESOLVED that the Certificate of Exemption and publication of documents were approved.

06/24-26    To receive, consider and approve quotations for the dangerous tree at the churchyard
A Councillor asked if it was necessary to pay for Wildmore Church churchyard maintenance and made points that he wanted councillors to consider before they granted more money towards the churchyard.   Nearly a quarter of the precept is spent on the churchyard every year, and further grants being proposed would increase the percentage significantly.  It was questioned if local taxpayers know if they were spending this and had they been consulted.  The Church of England is wealthy with £10billion so why does it need local taxpayers help, is the church capable of paying from their own funds.  A recent census shows less than half the population sees itself as Christian.

From the questions raised it was agreed that the clerk request church accounts before a decision is made.  It was noted that Thornton le Fen Parish Council make a contribution to Wildmore Parish Council towards the cost of grass cutting the churchyard.
06/24-27    Approval of churchyard bench purchase
It was RESOLVED that the Witton bench be purchased and donated to the church under Section 137 of the Local Government Act.

A £500 donation was received for the bench, with the total cost being £463.00 plus VAT.  It was agreed that any funds remaining can go towards the fitting of the bench. 
06/24-28    Future meetings and items for considerations
The next meeting date was agreed as Monday 8th July 2024 at 7.30pm.

The meeting was declared closed at 5.26pm.
