Minutes of the Meeting of Wildmore Parish Council held on Monday 11th July 2022 in New York Lecture Hall.

1400. Welcome by Chairman
Cllr Everard welcomed everyone to the meeting and thanked them for attending.
1401. To receive and approve apologies for absence
Apologies had been received from District Councillors, Cllr M Foster, and Cllr S Avison.
1402. To receive declaration of interest under the Council’s Code of Conduct related to business on the agenda and to consider any dispensations
There were no declarations of interest brought before the meeting.
1403. To receive and approve the minutes of the last meeting held on Monday 9th May 2022 for signature
The minutes of the meeting held on Monday 9th May 2002 had been circulated before the
meeting. It was proposed by Cllr Harrison and seconded by Cllr Kirk that the minutes be accepted as
a true and accurate record. All in favour. Cllr Everard signed the minutes.
1404. To note any matters arising from the minutes not included on this agenda for report only
Internal Auditors Report – Following on from the Internal Auditors Report received last meeting the following points were discussed:
Email Addresses – Cllr Everard advised that it would probably be a good idea for the clerk and all the Councillors to have a .gov.uk email address for all Parish Council business. These email addresses are driven by Government security so should be extremely safe. He will find out more details about this and bring it to the next meeting.

Clerk’s Contract of Employment – Cllr Everard will source a template of a contract of employment from LALC and forward this to Cllr Bargh.
Website Update – The clerk will keep the website updated and will ensure that all documents which the Internal Auditor recommended are published on there.
Half Year Budget – The clerk will prepare a half year budget for the Councillors for the next meeting.
Councillor Bargh joined the meeting.
1405. To receive and note the draft minutes from the Annual Parish Meeting 2022
The minutes from the Annual Parish Meeting had been circulated prior to the meeting. These were received and noted by the Councillors present at the meeting.
1406. Personnel Committee – Reports and Items to Consider
Cllr Bargh advised the meeting that the Personnel had set the clerk’s salary from 01/04/2022 at NJC Scale Point 15. It was proposed by Cllr Bargh and seconded by Cllr Lawes that this should be accepted. All in favour.
1407. To consider and approve a Community Speedwatch Scheme for New York
Details of the Community Speedwatch Scheme had been circulated to Councillors prior to the meeting. The scheme only covers 30/40mph zones. Application to the scheme costs £50. The Speedwatch Team will come out and survey the area proposed to erect the signs. The signs, which flash up the speed vehicles are doing, need to be fastened to metal posts. Six passive roadside notices are provided free of charge and any extra can be purchased at £10 each. Stickers for Wheelie Bins are also available at a cost of 50p each. The cost of the actual signs is £2038.00 plus Vat. It was felt that it would be a good idea to go ahead with the scheme particularly with the number of vehicles who don’t adhere to the speed limit within the village. Cllr Harrison proposed, and Cllr Lawes seconded that the Chairman, Cllr Everard, be given a budget of up to £250 to put in the application and to get the site survey carried out and possibly the purchase of passive signs. All in favour.
The results of the recent Archers Survey carried out on the B1192, Langrick Road, New York had been received. Analysis of the speed data showed that the average speed of vehicles was 35.6mph in a 40mph speed limit. It did show evidence that some vehicles were exceeding the speed limit at a speed that would make the drivers liable to action or prosecution by the Police. The results of the survey together with an analysis of the collision data (1 recorded accident involving personal injury in the last 3 years) show that the criteria required for either fixed or mobile speed camera enforcement is not met.
1408. To consider the options for Community Broadband
It would appear that Thornton Le Fen no longer wish to pursue the scheme. A suggestion was made

that a request to the UK Prosperity Fund may be a way of funding a scheme if it were to go ahead.

Cllr Harrison advised that there had been an increase in the drainage rates of 5% which was to cover the cost of using white diesel. It has been decided that drainage boards can still use red diesel and do not have to convert to white.

It was proposed by Cllr M A Jones and seconded by Cllr Kirk that the above accounts be authorised. All in favour. Cheques were signed at the end of this meeting.
1410. Correspondence
Correspondence had been circulated prior to the meeting. This included the LALC E -Newsletters,
LALC News and regular updates from LALC and NALC. Thank you letters had been received from the school children to say thank you for their Jubilee mugs.
The Jubilee celebrations had been very successful with a good turn out of Parishioners. A massive thank you was expressed to everyone involved, Parishioners, Volunteers and Stall Holders.
1411. Planning – To comment and receive updates on outstanding planning applications
S/207/00538/22 – Houghbridge House, Langrick Road, New York, Lincoln, LN4 4YP – Erection of an agricultural storage building for machinery – Decision still awaited
S/207/01224/22 – The Chestnuts, Langrick Road, New York, Lincoln, LN4 4XH – Extensions and alterations to existing dwelling to provide additional living accommodation - Support
EC/207/00495/21 – Chapelry Farm, Langrick Road, New York, LN4 4XH – Siting and storage of a vehicle on land – This matter continues to be fully investigated by the Enforcement Team from ELDC to establish if a breach of planning legislation has taken place. Nothing much can be done at present as the resident has appealed her case, so it needs to go through the court process again.
1412. To discuss any other parish matters that require any urgent or immediate consideration, such as, Police/Crime, Development, Education, Health, Highways, District and County Council, Training Items.
Police/Crime – Hare Coursing season is about to begin so everyone is reminded to be vigilant for trespassers on land.
Education – Cllr Bargh that the new school sign will be going up over the summer holidays and the old sign removed. The school have 8 leavers this year with 3 or 4 starting in September. There will be 40 pupils in the school come September. The number of new starters at school is expected to be down County wide over the next couple of years. The school are due an Ofsted inspection anytime.
Health – Concerns were raised over the difficulty in getting doctors appointments at the local surgery. This seems to be a problem all over the County.
Highways – Scarborough’s Road is still a cause for concern. The clerk will ask if anything can be done with this road, even if signs are put up to make people aware of the poor condition.
ELDC – The majority of staff are still working from home and have not returned to Manby on a full-time basis. The District Council Offices are moving to Horncastle, hopefully by the end of the year. It is hope that the college section will be ready for opening in September.

Dog Fouling – There is a huge problem with dog fouling down Castledyke Bank. The clerk will speak with ELDC to see if anything can be done to stop the problem.

The next meeting is scheduled for Monday 12th September 2022 at 7.30pm in New York Lecture Hall.
