Minutes of the meeting of Wildmore Parish Council held on Monday 9th September 2024 in New York Village Hall.

The Village Hall would like to have a parish history board and have asked for full or part payment towards it. The councillors agreed to discuss further under agenda item 09/24-53.
09/24-44 Chairman’s remarks
The Chairman opened the meeting welcomed all to the meeting.
09/24-45 Apologies for absence and acceptance of any reason given
Apologies for absence were received from Cllr Harrison, the apologies and reason given were agreed.
09/24-46 To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations
None.
09/24-47 Notes of the last meeting held on 8th July to be approved as the minutes
Minutes of the meeting held on 8th July were circulated prior to the meeting. It was RESOLVED that the minutes be accepted as a true and accurate record. Cllr Everard signed the minutes.
09/24-48 Clerks report on matters outstanding
The clerk confirmed that the bench had been delivered and the tree in the churchyard removed.
09/24-49 Reports from Outside Bodies:
County Councillor
Cllr Ashton reported the following:
The government has announced it is reviewing major projects for transport and highways with the bypass for Lincoln being on hold.
Highways have repaired 8,000 potholes, 29 footpaths, 54 paths, 27 sections of road resurfaced, 591 street light repairs and 339 works on trees. £19 million was put into the budget and is seeming to make a difference.
There are still issues on Langrick Road, more significant work will not be done until 2026.
A request for a speed reduction from 60 to 50 has been requested from the primary school to village. A discussion took place between councillors who felt that the limit should be 40 rather than 50.
The flood investigation is still on target to be completed by the end of October. The scrutiny committee will be meeting within the next 6 weeks and would expect to report back by the end of October. Cllr Ashton confirmed that the fens have been drained.
Parish Councillors complimented LCC Highways for the good work completed on the Bunkers Hill towards Frithville road resurfacing. However, it was noted that LCC Highways have still not completed the resurfacing work on Moorside Road from Sandy Bank to the Tumby Woodside T-junction and parish councillors indicated it became very unsafe during winter due to the poor road surface and potholes either side.
District Councillor
Cllr Knowles apologised for not attending the last meeting. East Lindsey is not short of funds and have been able to look at some big projects to improve services.
Councillors reported that the path from the village to the school is in a bad state of repair and was requested that both the County and District Councillors work together to get this repaired. Cllr Foster will ask The Pride Team to look at the path initially to see if the problem is weeds and if it is something they can help with.

Councillors went through the report in detail and RESOLVED to accept the report and confirmed it could be published.
To consider available grants
It was requested that the clerk request £500 each from Cllr Knowles and Cllr Halls to go towards a speed indicator device.
09/24-51 Policies for approval

09/24-52 To approve the newsletter for distribution
The newsletter was seen and approved by councillors and could be distributed, it was estimated that 230 copies would be required.
The clerk requested that a Facebook be created for other forms of communication which was RESOLVED but the clerk has been asked to look at a social media policy.
09/24-53 To discuss and agree and action for the Parish Information Board
The history information board was raised in the public session. Cllr Bargh volunteered to look at costings of an A1 and A1 and A2 board, internal and external. It was agreed that a decision would be made at the next meeting.
09/24-54 To discuss and agree an action for the proposed bus shelter in Dogdyke Road
Councillors discussed the possibility of a bus shelter on Dogdyke Road following requests made by parishioners but it was felt that the footpath was not wide enough to accommodate a bus shelter. It was agreed that further enquiries would be made for different options available with highways and the bus company.
09/24-55 To review and agree and action for the maintenance expense of cutting the churchyard lawn
A consultation has been included in the newsletter and any responses will be discussed at the next meeting.
09/24-56 To receive an update on Tenby Lodge issues and agree any further steps
An update was provided on the current situation.

09/24-58 Highway matters
To receive feedback on the current speed indicator device and to consider options for a second in New York
The current speed indicator device needs to be adjusted as picking up the speed of vehicles from too far way. Cllr Bargh and Cllr Jones have agreed to adjusting the speed indicator as well as downloading data.
All agreed that it is noticeable that vehicles are slowing down, but data will need to be analysed to ensure it is making a difference.
09/24-59 Future Meetings and Items for Consideration
The next meeting has been agreed to take place on 11th November 2024.
Agenda items to include agree arrangements for internal audit for current financial year.
