1325. Welcome by Chairman
Cllr Everard welcomed everyone to the meeting and thanked them for attending.
1326. To receive and approve apologies for absence
Apologies had been received from Cllr Avison and Cllr Ashton who were unable to attend.
1327. To receive declaration of interest under the Council’s Code of Conduct related to business on the agenda
Cllr Everard declared a Pecuniary Interest in item 8 of the agenda, to consider appointment of an internal auditor, as he is appointed by LALC as one of their Internal Auditors.
1328. To receive and approve the minutes of the last meeting held on 13th September 2021 for signature
The minutes of the meeting held on Monday 13th September 2021 had been circulated before the
meeting. It was proposed by Cllr Harrison and seconded by Cllr Lawes that the minutes be accepted as a true and accurate record. All in favour. Cllr Everard signed the minutes.
1329. To note any matters arising from the minutes not included on this agenda for report only
Rural Broadband – the clerk had received correspondence regarding Broadband, this will be discussed in item 15 of the agenda, later in the meeting.
1330. To consider potential candidates to be co-opted onto the Parish Council
Mr Mathew Jones had come along to the meeting. He had previously sent through an application

form to join the Parish Council. All Councillors had received a copy of his application form prior to the meeting. It was proposed by Cllr Bargh and seconded by Cllr Kirk that Mr Jones be co-opted onto Wildmore Parish Council. All in favour. The clerk will inform ELDC of the co-option and will also arrange for Cllr Jones to sign a Declaration of Office Form.

It was proposed by Cllr Lawes and seconded by Cllr Jones that the above accounts be authorised. All in favour.
1332. To consider appointment of an Internal Auditor
Cllr Everard left the room and Cllr Bargh took over the meeting. LALC are offering an Internal Audit service which covers a mid-year, in depth audit and then also a light touch audit at year-end for signing off the AGAR forms. Their standard audit fee is £100 with additional charges for additional areas such as allotments etc. Mrs Clark, who carried out the internal audit this year is offering the same service at a cost of £50 for the mid-year audit and an end of year audit for a further £30. A one-off end of year audit would be charged at £100. It was proposed by Cllr Lawes and seconded by Cllr Jones that Mrs Clark be asked to carry out the internal audit again. All in favour

Cllr Everard re-joined the meeting.
1333. Correspondence
Correspondence had been circulated prior to the meeting. This included the LALC E -Newsletters, LALC News and regular updates from LALC and NALC. Other correspondence included the Police Newsletter, Citizens Advice – request for financial support and New York Lecture Hall Managers – request for financial support. The above requests will be considered at the next meeting before the precept is set. There are no longer local branches of Citizens Advice it is covered by a district branch.
1334. Planning – To comment and receive updates on outstanding planning applications
S/207/02123/21 – Land at Froghall Cottage, Langrick Road, New York, Lincoln, LN4 4XH – Change of use of land to provide a dog training facility – Support
S/207/02248/21 – Sandy Acre, Sandy Bank Road, New York, Lincoln, LN4 4YE – Erection of 1 no. pair of semi-detached houses on the existing site of an existing bungalow which is to be demolished – Support. It was agreed that this would tidy the site up and provide additional housing.
EC/207/00495/21 – Chapelry Farm, Langrick Road, New York, LN4 4XH – Siting and storage of a vehicle on land – This matter is now to be fully investigated by the Enforcement Team from ELDC to establish if a breach of planning legislation has taken place.
1335. Low Tointon Trust/Village Hall – To update and discuss any Trust or Village Hall issues including update on the flagpole purchase and to approve purchase of flags
Two bike nights have been held since the last meeting, with the November one being more of a social gathering for people to sit around and chat. There was a display of model planes. £100 was raised on food and £80 on the raffle. A Christmas Craft evening is being planned for the December meet. More villagers are turning out for these events which is encouraging.
The purchase of the flagpole is in hand. The company require the cheque before they will process the order.
It was proposed to buy three, good quality flags to begin with, the Union Jack, St George’s, and Lincolnshire.
1336. To consider and approve the purchase of an external sign for the village hall and planning permission
The proposed sign is to be erected on the front wall of the building. It will cost £66 to submit the planning application for this. Cllr Everard agreed to do this electronically on behalf of the Parish Council. It was proposed by Cllr Bargh and seconded by Cllr Kirk that the plans be submitted.
1337. Platinum Jubilee – Thursday 2nd June to Sunday 5th June 2022 – To receive an update on planned events

A meeting had been held last week which included members from the Village Hall Committee, Parish Councillors and interested Parishioners. Various ideas for the day were discussed. It was agreed that the school children need to be involved in some way and that it may be an idea to hold an afternoon of events for them at the school. Cllr Bargh said that it may be possible for them to hold the school sports day on the afternoon of 2nd June. It was agreed that commercial food stalls need to be brought in to save individuals from the committee being tied up all day serving food. A road run of old vehicles is to be planned and it is hoped to get at least one vehicle from every decade of the Queen’s reign. A gambling licence is to be applied for so that printed raffle tickets can be sold prior to the event. The Trustees of the Low Tointon Trust will purchase the licence from the trust funds. Cash prizes will be given. Cllr Harrison is making the beacon, and this will save the committee a considerable amount of money. The clerk had spoken with the Parish Insurance Company to see if we would be covered by the Public Liability Part of the insurance for running this event. She is awaiting a reply.
1338. To discuss Parish Council Website
The clerk advised that the missing information, i.e., accounts and village hall info were on the website as she had checked. They are not showing on the main pages even though they are there if searched for. The clerk will have another look and spend some time sorting the website out.
1339. To discuss any other parish matters that require any urgent or immediate consideration, such as, Police/Crime, Development, Education, Health, Highways, District and County Council, Training
Broadband – An email had been received from a resident of Thornton Le Fen regarding the poor internet within the area.
The clerk had received a response from Mr Brookes regarding the New York and Haven Bank areas. Now they are not able to deploy to our area under their existing Contract 3. This is because BDUK believe it will be covered off under their Project Gigabit and will not allow what they see as duplication of public funding. Whilst Mr Brookes is confident that Project Gigabit will pick up this area, he doesn’t think that it will happen with in the next two years. Much of Lincolnshire has been positioned in the later phases of the project. He said that on a more positive note, Quickline, their provider in Contract 3, are deploying what they term as ‘ultrafast’ in our area over the coming months, and they will be asked to extend coverage to maximise the coverage in our area.
The clerk will speak with the clerk for Langrick as they have already taken advantage of the voucher scheme, which we understand, is £1500 per residential property and £3000 for small business. It was suggested that Thornton Le Fen Parish Council cover one area and we cover another part of the neighbourhood. The main question raised was how many people are going to be willing to sign up to the scheme. For the scheme to be viable enough interest must be in place. The Parish Council are happy in principle to support the project, but this is subject to more information being available.
Police – The clerk will put the Police newsletter on the noticeboard. The hall has had some lead stolen from the roof recently.

Education – Building work has started on the new classroom at the school with the footings already dug out. The classroom, already built, is due to arrive on 22nd November so there may be some disruption to traffic down Mill Lane for a short while on this day. Highways have been made aware of the possible disruption.
There are currently 42 children at the school with six new ones since September.
Cllr Bargh left the meeting.
Cllr Ashton joined the meeting.
Highways – Castledyke Bank is now becoming impossible to drive down. This will be reported again on Fix My Street. The verges at some junctions are becoming overgrown. The streetlight at the corner of Sandy Bank Road is difficult to see as the Leylandiis have grown around it.
District/County – Cllr Foster advised that there is still some Community Grant money available if anyone has any good causes which need financial support.
Cllr Ashton advised that the roadworks at Holdingham roundabout will be hopefully completed by Christmas. The Government have pledged £20 million for work on the A16 South of Spalding.
A working party is to be set up consisting of County and District councillors and residents to discuss the plans for the disposal of nuclear waste at Theddlethorpe.
Finances are going to be tight for the County Council this year and residents will no doubt see a rise in their Council Tax to cover things such as Adult Social Care and Highways.
Cllr Ashton was asked if anymore had been done about the replacement of Langrick Bridge. There is no money currently available to carry out any work at all on this project. Another problem area is Hubberts Bridge and the volume of traffic which collects at this junction. This is going to be made worse by the new holiday park particularly at changeover times. The ideal solution would be to move the junction, but this would be very difficult given that the railway and the river are both at the same point as the junction.
Traffic Speed – The clerk was asked to request a traffic survey be carried out through the village and at the school. She will also see if the speed van will come and park up somewhere in the village either in the 50mph or the 40mph as the amount of traffic which doesn’t obey the speed limit is significant.
Churchyard – The recent storm saw branches fall on to the gazebo/hot tub at Chapelry Cottage from off the churchyard. The churchwarden is currently in discussions with the owner of the property and whilst the church does have full cover for storm damage it would have to be proved that the Church had been negligent. There will be a Remembrance Day Service at Wildmore Church at 3pm on Sunday 14th November.
1340. Future Meetings and Items for Consideration
Agenda items for next meeting to include War Memorial, Financial Support for New York Village Hall, and Citizens Advice.
The next meeting is scheduled for Monday 10th January 2022 at 7.30pm in the Village Hall.
