Minutes of the Wildmore Parish Council Meeting held on Monday 9th November 2020 at 7.30pm on Zoom

1232. Welcome by Chairman
Cllr Everard welcomed everyone to the meeting.
1233. To receive and approve apologies for absence
Apologies were received from Cllr Kirk who had been taken into hospital that morning. It was agreed by all present to accept the apology.
1234. To receive declaration of interest under the Council’s Code of Conduct related to business on the agenda
There were no declarations of interest brought before the meeting.
1235. To receive and approve the minutes of the last meeting held on 14th September 2020 for signature
The minutes of the meeting held on Monday 14th September 2020 had been circulated before the
meeting. It was proposed by Cllr Harrison and seconded by Cllr Lawes that the minutes be accepted
as a true and accurate record. All in favour. Cllr Everard signed the minutes. He will drop the signed copy of the minutes off at the clerk’s home for filing.
1236. To note any matters arising from the minutes not included on this agenda for report only
Cllr Harrison advised that he still hasn’t done anything about removing the bus shelter down Mill Lane. This will be done when he is less busy, when school is out, and he has help.
Cllr Harrison advised that he had reported some potholes down Haven Bank on Fix My Street. These have been marked out ready for repair.
The clerk will report the poor condition of the road down Scarborough’s Lane again.

1237. To approve revised standing orders as a result of the coronavirus pandemic measures
Information had been received from LALC regarding changes NALC have made to the Standing Orders to include the amendment in legislation allowing councils to hold remote meetings. This information was incorrect and was only a Legal Topic Note from NALC. The clerk has, however, been through the Parish Council standing orders and amended accordingly in line with NALC.
It was proposed by Cllr Lawes and seconded by Cllr Harrison to adopt the amended standing orders. All the other Councillors agreed.
1238. Correspondence
The clerk had received a complaint from a Parishioner who was upset that their children had supposedly been discussed at a Parish Council meeting. Upon talking with the Parishioner, there had been a misunderstanding and that they had been misinformed of matters discussed at previous meetings. The clerk reassured them that at no point had any discussions about their children or their family taken place.
All other correspondence had been circulated prior to the meeting. This included the LALC E -Newsletters and regular updates from LALC and NALC.
1239. Planning – To comment and receive updates on outstanding planning applications
S/035/01039/20 – Hurn Bridge Farm, Hurnbridge Road, (Coningsby & Dogdyke Parish), New York – Erection of a livestock building for the rearing and finishing of pigs with a covered manure store to include 1no. associated feed silo and a hardstanding area. Full Planning Permission granted.
EC/207/00325/18 – Land off Langrick Road, New York – Change of use of land for the siting of 2 no. static caravans and storage of tyres. A decision is awaited from The Planning Inspectorate.
S/207/01457/20 – New York Primary School, Langrick Road, New York, Lincoln, LN4 4XH – Erection of a detached classroom with w.c., store and breakout room on the site of an existing outbuilding which is to be removed. Full Planning Permission granted.
S/305/01378/20 – Outline erection of 149 no. dwellings and a farm shop (with means of access and scale to be considered). Land at Leagate Farm, Cross Keys Lane, Coningsby, Lincoln, LN4 4RT – Although this planning application is out of the Parish, Councillors had been made aware of the plans. It was felt that the only thing which could stop the application was if Highways objected due to the proximity to the junction at Gibbet Nook and all the issues associated with this particularly bad piece of road.
1240. Low Tointon Trust/Village Hall – To update and discuss any Village Hall issues
There had been no meeting of the Low Tointon Trust since the last Parish Council meeting.

Regular bookings by the local dog club had continued to take place at the Village Hall. Unfortunately, due to the ongoing Covid restrictions the hall has had very few bookings this year and has been closed for a large part of it. Cllr Bargh reported that a lock has been put on the barrier near to the hall wall, although this appears to be faulty. Cllr Harrison and Cllr Bargh will look at sorting out a new lock and getting this fitted.
The toilet doors have been replaced, with help from the District Councillors grant.
The clerk advised that the defibrillator at the village hall requires new pads as these expire on 29th November. The cost of new pads and battery is £55.00 plus postage. It was proposed by Cllr Jones and seconded by Cllr Lawes that the clerk go ahead and order these.
1241. Churchyard – To update on work being undertaken and other issues
A short Act of Remembrance took place at the War Memorial on Sunday 8th November, hosted by the Parish Council. Cllr Everard had carried out a risk assessment before- hand and ensured that everyone attending recorded their details for Track and Trace. There was a good turn-out with 20 people attending, all observing the social distancing rules.
Cllr Bargh advised that he would be going up to the Memorial on Remembrance Day to place some small crosses there. These have kindly been made by one of the parents from the school.
The clerk advised that the agreed tree work is to be carried out at the end of November.
It was noted whilst at the War Memorial on Sunday that there are still several animals in the field next to the Churchyard, despite the owner of the Animal Sanctuary being stopped from keeping animals. The actual sanctuary looks derelict and there is no obvious sight of animals in there, just in the field the other side. Apparently animal feed is still being delivered. The owner is appealing against the decision imposed against her. Cllr Avison said that he would have speak with enforcement at ELDC to see what the current position is with the sanctuary.
The drainage problems were raised once again but no further developments have taken place. Cllr Harrison had spoken with the local Foreman of the Drainage Board to see if there was any chance of help from them, they may help to put a pipe in, but this would need confirming. It is doubtful that the Diocese of Lincoln would be able to offer financial help as they have a massive deficit in their finances.
The Churchwarden still hasn’t had any joy in getting documents from the Diocese to clarify whose responsibility the dyke is. It was agreed to leave the drainage issues for now until further information can be found.
1242. Financial Update and Authorisation of Payments
To authorise the pay increase of Clerk from April 2020
The clerk was asked to calculate the pay increase for the next meeting so that this can be discussed and approved.

It was proposed by Cllr Harrison and seconded by Cllr Bargh that the above accounts be authorised. All in favour. It was agreed that the clerk would take the cheques for signing to Cllr Harrison who would then pass them onto Cllr Bargh for second signature. Cllr Bargh will then return them to the Clerk.
The clerk is still waiting for the VAT to be paid back from HMRC but has been advised that this is being processed.
1243. To discuss any other parish matters that require any urgent or immediate consideration, such as, Police/Crime, Development, Education, Health, Highways, District and County Council, Training
There was nothing to report regarding police/crime issues.
The school is currently open and will do so unless Government guidelines state otherwise.
The local Lions club are once again offering various help to vulnerable people, helping with shopping, collecting prescriptions etc. A massive thank you was expressed to them for their continued support of the local community.

Councillors were reminded to report any Highway issues on Fix My Street. Cllr Everard had received notification that the sign at the school junction is down for repair. Cllr Harrison has trimmed back the vegetation at the school corner.
The Probation Service/Community Service Team are unable to carry out any work at the present time due to the COVID restrictions.
Cllr Harrison advised that he was still waiting for a reply from Steve Brooks at the County Council regarding Rural Broadband. Cllr Avison advised that Steve Brooks is the man in charge and the person to raise any issues with.
The local recycling centre is keeping open during the next lockdown but will operate on a bookings system as before.
1244. – To review and adopt Standing Orders/Code of Conduct/Complaints Policy/Equality and Diversity Policy/GDPR Policy/Health and Safety Policy/Grievance Procedure Policy
It was proposed by Cllr Everard and seconded by Cllr Harrison that the following policies be approved; Code of Conduct, Complaints, Equality and Diversity, Health and Safety and Grievance. All in favour. Cllr Bargh will send the approved policies through to the Clerk so these can be added to the website.
The Council also approved the Accessibility Statement, all in favour of this. A new one will be produced for the new website once this is up and running.
1245. Future Meetings and Items for Consideration
The next meeting is scheduled for Monday 11th January and depending on the coronavirus situation and social distancing regulations may well be held as another Zoom meeting.
