Minutes of the Wildmore Parish Council Meeting held on Monday 18th May 2020 at 7.30pm on Zoom

1189.                     Election of Chairman

 

It was proposed by Cllr Jones and seconded by Cllr Kirk that Cllr Everard be elected as Chairman for the forthcoming year.  There being no further nominations, Cllr Everard was duly elected, with all Councillors in favour of the election.

 

1190.                     Election of Vice-Chairman

 

It was proposed by Cllr Lawes and seconded by Cllr Kirk that Cllr Bargh be elected as Vice-Chairman for the forthcoming year.  There being no further nominations, Cllr Bargh was duly elected, with all Councillors in favour of the election.

 

1191.                     Welcome by Chairman

 

Cllr Everard welcomed everyone to the meeting.

 

1192.                     To receive and approve apologies for absence

 

There were no apologies brought before the meeting.  Apologies were received from Cllr Avison, District Councillor, after the meeting.

 

1193.                     To receive declaration of interest under the Council’s Code of Conduct related to business on the agenda

 

Cllr Harrison declared an interest in the business to do with the Allotments.

1194.                     To receive and approve the minutes of the last meeting held on 9th March 2020 for signature

 

The minutes of the meeting held on Monday 9th March 2020 had been circulated before the

meeting.  It was proposed by Cllr Bargh and seconded by Cllr Harrison that the minutes be accepted

as a true and accurate record.  All in favour.  Cllr Everard signed the minutes.  He will drop the signed copy of the minutes off at the clerk’s home for filing.

 

1195.                     To note any matters arising from the minutes not included on this agenda for report only

 

The new vicar has been appointed and took over the group of Churches from 16th March although, due to the current Coronavirus lockdown, has not been able to commence work fully.

 

The footpath has still not been cleared.  The clerk will get in touch with the Community Payback Team to see if this is something they can help with.  Unfortunately, the digger which Witham Fourth Drainage Board brought to carry out the work at the hall was too big to clear any of the path.  This item will be discussed at the next meeting.

 

1196.                     Public Participation – To receive comments/requests from members of the Public

 

Mrs J Harrison, Treasurer of the Hall Committee, joined the meeting to update Councillors on the work being carried out on the car park at the Village Hall  and to ask if the Parish Council would be able to pay and claim back the VAT content of the final invoice.  Funding for the work has been received from a Local Charitable Trust, less the VAT content as they felt that the £4786 would be better put to another worthy cause. 

 

Three quotes had been requested and these were Richard Bayliss £31,920, Vere Bros £28,716 and Smith Propave £26,840.  Although slightly more expensive the work has been given to Vere Bros as they are a reputable company and appeared much more professional when quoting. The specification from Vere’s included all necessary work to ensure that the car park is well drained.  Cllr Foster advised that Vere Bros had recently carried out work to the new car park at the Community Hall in Coningsby and that the quality of work was exceptional.

 

1197.                     Low Tointon Trust/Village Hall – To discuss proposed Village Hall Car Park and approve procurement of contractor to carry out the work

 

Cllr Everard advised the meeting that he had sought advice from LALC regarding the proposal above that the Parish Council pay for and claim back the VAT content of the costs.  LALC advised that provided the Parish Council initiates the work, is responsible for it, receives the funding into their account and pays the total bill then there shouldn’t be any problem reclaiming the VAT.

 

It was proposed by Cllr Harrison and seconded by Cllr Bargh that Vere Bros be asked to carry out the work and that the Parish Council will pay the whole bill and reclaim the VAT element.  A vote was

taken and all Councillors were in favour.  The clerk will liaise with Mrs Harrison regarding receipt of the funding, paying the invoice etc.

Mrs Harrison thanked the Parish Council for their support and then she left the meeting.

 

1198.                     Financial Update – To receive the accounts up to the end of March 2020 and authorise preparation of the Annual Financial Return for consideration at the next meeting.

 

 The clerk had circulated a copy of the Financial Accounts for the year 1st April 2019 to 31st March 2020. 

 

It was noted that no payment had been received from Thornton Le Fen this last year towards the costs of the Churchyard.  The clerk will check with their clerk to see if this has been overlooked or if they have stopped contributing towards the costs.

 

Cllr Harrison queried the Allotment Account as the costs for the year were higher than the income by £294.96.  The clerk explained that there was a cheque payment which went into the bank after the year end for £380 and another payment of £47.50 was still outstanding.  He asked if the increase in rent had taken effect and was advised that this commenced from this last payment.

 

Once the forms are received from the auditors the clerk will prepare these ready for approval at the next meeting.

 

1199.                     Authorisation of Payments – To authorise payments and agree method of obtaining cheque signatures.

It was proposed by Cllr Kirk and seconded by Cllr Bargh that the above payments be authorised.  All in favour.

 

It was agreed that Cllr Harrison and Cllr Kirk will sign the cheques.  The clerk will drop the cheque book through Cllr Harrison’s letterbox with all the relevant paperwork.  He will, once signed, deliver all paperwork to Cllr Kirk who will in turn sign the cheques.  Everything will then be delivered back to the clerk.  All Councillors in favour of this.

 

1200.                     Planning – To receive updates on planning applications

 

S/207/00702/20 – Land Adjacent to Tiburon, Sandy Bank Road, New York, Lincoln, LN4 4YE – Erection of a detached house and relocation of the existing vehicular access.   Although there were no objections to the plans, the following comments were made and will be sent through to ELDC Planning.  The owners of the neighbouring property have already made comments about the proposed build blocking out their natural light.  It was felt that it would be acceptable for a single storey build or for the property to be re-located slightly on the plot.  Councillors would like to see ELDC work with the neighbouring property to work out a solution so that everyone is happy.

 

S/207/00643/20 – Waite Farm, Leagate Road, Thornton Le Fen, Lincoln, LN4 4YN – Listed Building Consent – Extensions and alterations to the existing detached stables and detached pigeon cote to provide a link and forming a holiday let.  It was agreed by all Councillors to support this application.

 

The clerk advised that she had heard nothing from ELDC regarding the Animal Sanctuary.  Since the last meeting horses, have re-appeared in the field, the caravans have gone but the van used by the people who were living in them is still there.  It is presumed that they are living elsewhere on the property.  The tyres have still not been removed.  Cllr Ashton will check with ELDC for an update on the situation.

1201.                     Coronavirus Issues – To discuss any local issues and the Government restrictions/changes and agree any action required                                       

 

The school is currently closed due to the virus but is looking to re-open shortly.  As far as Councillors were aware there were no people in the area who were vulnerable.  Most people, likely to need help, have it from family and friends.  Coningsby Lions Club have been doing an excellent job providing food boxes for free school meals, along with help of other kinds like collecting and delivering medication. 

 

1202.                     Website – (http://parishes.lincolnshire.gv.uk/Wildmore/) – To consider recent updates to the parish council website and any amendments required

               

The website is now fully functional and provides various links to local organisations along with useful information regarding the local area.  There were no issues brought before the meeting regarding the website.

1203.                     To discuss any parish matters that require any urgent or immediate action

There were no urgent matters to discuss at this meeting. 

1204.                     Future Meetings and Items for Consideration

Items for consideration at the next meeting are the trees at the churchyard and the War Memorial.

The next meeting is scheduled for Monday 13th July but depending on the coronavirus situation and social distancing regulations this may be delayed, be held as another Zoom meeting or be held in the main body of the village hall.
