Minutes of the Meeting of Wildmore Parish Council held on Monday 13th March 2023 in New York Lecture Hall.

1457.                     Welcome by Chairman

 

Cllr Everard welcomed everyone to the meeting and thanked them for attending. 

 

1458.                     To receive and approve apologies for absence

 

Apologies had been received from Cllr M Jones, these were accepted and approved.  

 

1459.     To receive declaration of interest under the Council’s Code of Conduct related to business on the agenda and to consider any dispensations

 

There were no declarations of interest brought before the meeting.

 

1460.                     To receive and approve the minutes of the last meeting held on Monday 9th January 2023 for signature

 

The minutes of the meeting held on Monday 14th November 2002 had been circulated before the

meeting.  Cllr Harrison asked that an amendment be made on item 1454 Planning – S/207/02406/22 Round House Farm, Haven Bank.  He had previously commented that the floor levels were set at no lower than 3m on the original planning but on the plans sent through this has been amended to no lower than 2.3m and he wondered why this was changed.  With this amendment it was proposed by Cllr Lawes and seconded by Cllr Harrison that the minutes be accepted as a true and accurate record.  All in favour.  Cllr Everard signed the minutes.

There were no matters arising from the minutes which weren’t already included on the agenda.

 

1462.                     To consider next steps for the Community Speedwatch Scheme and Speed Indicator Advice

Cllr Everard advised the meeting that the passive signs, six in total, have now been received.  These require fixing to telegraph poles at a height of approx. 2m to be visible by motorists but so they are out of reach to avoid damage.  Cllr Everard had purchased some long cable ties to fix these signs to the poles.  Cllr Kirk agreed to meet with Cllr Everard on Wednesday 15th March around 12 noon to get these sings put up.

 

Cllr Everard had met with Mr Butler from the Lincs Road Safety Partnership regarding the location of the posts for the signs to fit to.  These posts will cost £300 each.

 

Cllr Everard had also asked the clerk to circulate quotes for the signs prior to the meeting.  The quotes were as follows for one speed sign: ElanCity £2807.99 (incl VAT), Westcotec Ltd £3410.00 (plus VAT) and Stocksigns Ltd £3978.00 (incl VAT).

 

It was agreed that the Parish Council get 2 posts erected in readiness for the signs and that one sign be purchased from ElanCity this financial year.  The second sign can be purchased in another financial year but at least the post will be up ready.  It was agreed to get the posts put up before placing the order with ElanCity.

 

1463.                     To consider plans for celebrating the Coronation 2023

 

The Coronation of King Charles III will take place on Saturday 6th May with Monday 8th May being an additional Bank Holiday.  The Village Hall Committee met recently, and they are holding a tea in the hall on Sunday 7th May at 2pm.  Everyone in the Parish will be invited to attend and those wishing to come along will be asked to bring a plate of food along with them to share with everyone.  There will be live music and a chance for everyone to celebrate together.

 

1464.                     To consider date of Election and approve dates for Annual Parish Meeting and the Annual Meeting of the Council

 

Both the Parish and District elections will be held on Thursday 4th May.  The current Councillors term of office ends on the 9th May when the new Councillors will take up office.  It was proposed to hold the Annual Parish Meeting on Monday 15th May at 7pm.  This will be followed by the Annual Meeting of the Council.   The current Chairman of the Parish Council will chair the Annual Parish Meeting with the first item on the agenda of the Annual Meeting of the Council being election of Chair.

 

The clerk will book the hall for the next years meetings with Mrs Harrison and will also send through a list of dates to all new Councillors.

It was proposed by Cllr Lawes and seconded by Cllr Harrison that the above accounts be authorised.  All in favour.  Cheques were signed at the end of this meeting.

 

1466.                     Correspondence

 

Correspondence had been circulated prior to the meeting.  This included the LALC E -Newsletters,

LALC News and regular updates from LALC and NALC. 

 

An email had been received from LALC regarding their EGM.  Cllr Everard agreed to represent the Parish Council at this meeting. 

 

Cllr Everard advised that a New Councillors Induction Training is to be held at Revesby Village Hall on 21st June 1pm to 4pm.   He also reminded the meeting that LALC are going to issue penalties to councils not paying their subscriptions on time.

 

The Parish Newsletters are now available, kindly put together by Cllr Everard.  These are being distributed within the Parish.

 

1467.                     To receive the rent review for Allotments at Wildmore with effect from 06.04.2024 from Church Commissioners

 

A letter had been received from Savills enclosing a Section 12 Notice in respect of the Church Commissioners intention to refer the rent in respect of Allotments at Wildmore to arbitration with effect from 6th April 2024.  They hope that an agreement can be reached without the need to revert to Arbitration.  They will contact the Parish Council in due course with their proposals.

S/207/00538/22 – Houghbridge House, Langrick Road, New York, Lincoln, LN4 4YP – Erection of an agricultural storage building for machinery – Full Planning Permission granted

 

S/207/02403/22 – Houghbridge House, Langrick Road, New York, Lincoln, LN4 4YP – Siting of a static caravan for residential accommodation – Application withdrawn.

 

S/207/02075/22 – Lady Mead Cottage, Castledyke Bank, New York, Lincoln, LN4 4XF – Extensions and alterations to the existing dwelling to provide additional accommodation and erection of a detached garage and workshop – Full Planning Permission granted.

 

EC/207/00495/21 – Chapelry Farm, Langrick Road, New York, LN4 4XH – Siting and storage of a vehicle on land – This matter is still ongoing with both the RSPCA and ELDC Enforcement Team.  The matter is still awaiting decision of appeal.

 

S/207/02406/22 – Round House Farm Haven Bank, New York, Wildmore – Erection of 2 no. detached dwellings, existing agricultural bars to be demolished.  Decision awaited.

 

1455.                     To discuss any other parish matters that require any urgent or immediate consideration, such as, Police/Crime, Development, Education, Health, Highways, District and County Council, Training Items.

 

ELDC are offering a new service to local communities called The Pride in East Lindsey Team.  This team will come and assess any areas within communities which my need a tidy up and then organise for the work to be carried out.  The clerk will contact them to see if they would be willing to take on the cleaning of the footpath from the school to the village hall.

Highways – The condition of the road from Mill Lane through to Hermitage Farm is deteriorating rapidly.  No major works are planned for the area just fixing and patching up.  The clerk will keep reporting any issues within the Parish.

Recycling – Cllr Foster advised that the new recycling system introduced by ELDC appears to be working well.  All paper and cardboard are going into Kings Lynn.  The plastics and glass are easily sorted.  The glass bins in villages will remain for the time being but will be removed once they become un-cost effective.

From 1st April all Commercial Businesses will require a Waste Licence to dispose of any waste.

Cllr Avison advised that he will be standing down at the elections in May and taking a well-earned retirement.  It was agreed that he will be sorely missed by all within the area.  Cllr Everard thanked him for his support, commitment, and advice to the Parish Council over the years.

1456.                     Future Meetings and Items for Consideration.

The next meeting is scheduled for Monday 15th May 2023 at 7.00pm in New York Lecture Hall. 

This will be the Annual Parish Meeting followed by the Annual Meeting of the Council.  A

representative from the school and the church will be asked to provide a report and attend if possible.
