1261. Welcome by Chairman
Cllr Everard welcomed everyone to the meeting.
1262. To receive and approve apologies for absence
There were no apologies brought to the meeting.
1263. To receive declaration of interest under the Council’s Code of Conduct related to business on the agenda
There were no declarations of interest brought before the meeting.
1264. To receive and approve the minutes of the last meeting held on 11th January 2021 for signature
The minutes of the meeting held on Monday 11th January 2021 had been circulated before the
meeting. Cllr Everard queried the amount precepted for the village hall as he was under the impression £250 had been agreed, not £500 as per the minutes. It was confirmed that the sum of £500 had been agreed. It was proposed by Cllr Harrison and seconded by Cllr Lawes that the minutes be accepted as a true and accurate record. All in favour. Cllr Everard signed the minutes. He will drop the signed copy of the minutes off at the clerk’s home for filing.
1265. To note any matters arising from the minutes not included on this agenda for report only
Cllr Harrison advised that the bus shelter down Mill Lane has now been demolished. When the roof was taken off the walls just pushed in by hand, no effort required. There is now just the concrete floor left. Cllr Bargh advised that no one had mentioned to him about the bus shelter disappearing.

Cllr Everard had queried the correct name of the Parish Council with East Lindsey as the County Council had set up the website with the name Wildmore with Haven Bank and Scrub Hill Parish Council. East Lindsey confirmed that the name should just be Wildmore Parish Council. The clerk will speak with LCC to ask for the name to be changed.
1266. Correspondence
Correspondence had been circulated prior to the meeting. This included the LALC E -Newsletters and regular updates from LALC and NALC. Other correspondence included Update on the Household Waste Recycling Centres, Environment Agency – Routine Maintenance Factsheet, LIVES – requesting financial support, Woodhall Spa & Coningsby & Tattershall Neighbourhood Policing Team Newsletter.
1267. Planning – To comment and receive updates on outstanding planning applications
EC/207/00325/18 – Land off Langrick Road, New York – Change of use of land for the siting of 2 no. static caravans and storage of tyres. The owner is running out of time to remove the tyres. There appears to be no movement from the site, if anything, more tyres have appeared. There are also more animals in the field, including cows and sheep. Cllr Avison is to check with ELDC to see if any new application has been submitted for the siting of caravans and storage of tyres.
S/207/02242/20 – Waite Farm, Leagate Road, Thornton Le Fen, Lincoln, LN4 4YN – Listed Building Consent – Internal alterations to existing Pigeoncote to replace existing wooden telegraph pole with a steel beam to support the roof structure – Listed Building Consent granted.
N/110/01549/17 – Works to facilitate the Viking Link electrical interconnector with an approximate capacity of 1400 megawatts extending from Revsing, Jutland, Denmark to Bicker Fen, Lincolnshire – Location Viking Link National Grid, Sandilands, Mablethorpe to Bicker Fen. This application will not affect our Parish, the nearest it comes is just outside of Gipsey Bridge. Cllr Foster advised that he had sat in on a Consultation Briefing. The work is well on track. There were big discussions about everything being restored after the work has been carried out and making sure that any fields etc are put back to their original state. Work already carried out looks very professional. It was agreed, that at this stage, the Parish Council would make no comments.
S/207/00116/21 – Cllr Harrison asked if the Parish Council had received notification of the planning application. It is for determination of whether prior approval is required. The Clerk had contacted ELDC and it is not normal practice, but the Parish Council can make comments if they wish. The Environment Agency have objected due to the proximity to the River Witham. Cllr Ashton said that he would generally be supportive of anything which uses and improves existing building. There is no real objection locally. The main concern for this location is the poor condition of the road and there is likely to be an objection from the emergency services for this reason.
1268. To discuss condition and location of Bench at Scrub Hill Crossroads (in Coningsby Parish)
A resident of Scrub Hill had approached Cllr Everard to ask if the bench outside their property could

be moved to one of the bus stops located close by. The bench is in Coningsby Parish and the bus stops in Wildmore. After inspection the bench looks like it needs new timbers and a new
base would be required to put it on. The question was raised as to who would be responsible for any work needed. The District and County Councillors felt that a better option might be to obtain a new bench for one of the bus stops. He kindly said that he would give some of his allowance towards the purchase of one. Cllr Ashton will speak with Highways to see if permission is required. Cllr Foster will speak to Coningsby Town Council about the bench for their views although it was felt that they may not even know it was there. For the time being the bench will remain where it is, on Council property.
1269. Low Tointon Trust/Village Hall – To update and discuss any Village Hall issues
There had been no meeting of the Low Tointon Trust since the last Parish Council meeting and therefore nothing to report.
The village hall has been closed during lockdown. A meeting is to be held to discuss the re-opening of the hall. The first bike night will hopefully be held on Thursday 3rd June. Cllr Everard suggested that an idea for the hall wold be to have History Boards either inside or out, detailing the history of the village. This is something which has been discussed by the hall committee.
Cllr Foster apologised for the report which was published on Lincs Live. He said that his comments had been incorrectly reported and that they had been very selective in what they had used. He had expressed his praise for the hall committee and for the way in which the community pull together.
Cllr Foster left the meeting.
1270. Churchyard – To update on work being undertaken and other issues
There was nothing new to report on the churchyard. The remainder of the tree work will be carried out later in the year.
1271. Financial Update and Authorisation of Payments
The clerk had circulated the following accounts for the period 12th January 2021 to 8th March 2021 prior to the meeting.

It was proposed by Cllr Harrison and seconded by Cllr Kirk that the above accounts be authorised. All in favour. It was agreed that the clerk would take the cheques for signing to Cllr Harrison who would then pass them onto Cllr Kirk for second signature. Cllr Kirk will then return them to the Clerk.
1272. To discuss Rural Fibre Broadband
It has been discovered that 4 or 5 properties in Haven Bank are able to access fibre broadband. The infrastructure for this is already in place but due to costs the project has been abandoned. Cllr Ashton will try to get someone to speak with the Parish Council to address the problems and concerns.
1273. To discuss any other parish matters that require any urgent or immediate consideration, such as, Police/Crime, Development, Education, Health, Highways, District and County Council, Training
Police – There were no police issues to bring to the meeting.
Development – ELDC are currently doing a partial review of the Local Plan, with consultations taking place.
Education – Cllr Bargh reported that the school had re-opened with all pupils in at both schools. The staff have received their vaccinations and are tested twice a week. He thanked all parents for their support during lockdown, they have been brilliant.
Health – The doctor’s surgery in Coningsby is under new management.
Highways – Councillors were reminded about reporting any Highway issues through Fix My Street. The road from the school to the village hall is becoming quite bad again. Yellow markings have been made on the road through from Hawthorn Hill to Mill Lane, which hopefully means that some of the worst potholes are going to be repaired. The road is also particularly dangerous from No Mans Friend Crossroads to Tumby Woodside junction. Cllr Avison advised that he had reported this road to Highways.
ELDC – The District Councillors reported that their budget meeting had been held the previous week. The full budget was passed, and this will see an increase in Council Tax of 3.73%.
LCC – Cllr Ashton reported that he has requested a speed review on the road from the school to the village. He is hoping that this will see some streamlining of the different speed limits along this stretch of road to provide less confusion to motorists. It is extremely unlikely that we will see an overall reduction to 40mph but 50mph may be possible.

Elections are to take place on Thursday 5th May for the County Council with Cllr Ashton standing again for our Ward.
Census – Cllr Everard reminded everyone to fill in their Census forms. He is leading a team in East Lindsey/West Lindsey and Bassetlaw who have been given the task of chasing up people who haven’t filled their forms in. Many people are filling the form in on-line early.
Annual Parish Meeting/Annual Parish Council Meeting – If Government stick to the guidelines already in place the Council will not be allowed to meet remotely after 7th May. It was therefore proposed to meet on Tuesday 4th May on Zoom. If an extension is granted the meeting will be held on Monday 10th May. A decision will be made by 21st April and all Councillors will be notified of the date of the meetings.
1274. Future Meetings and Items for Consideration
The next meeting is scheduled for Tuesday 4th May at 7pm via Zoom.
