Minutes of the Wildmore Parish Council Meeting held on Monday 9th March 2020 at 7.30pm in New York Lecture Hall.

1176. Welcome by Chairman
Cllr Everard welcomed everyone to the meeting.
1177. Apologies for Absence
Apologies were received from Cllr Avison, District Councillor.
1178. Declaration of Interests
There were no Declarations of Interest brought before the meeting.
1179. Minutes of the Last Meeting
The minutes of the meeting held on Monday 13th January 2020 had been circulated before the meeting. It was proposed by Cllr Jones and seconded by Cllr Kirk that the minutes be accepted as a true and accurate record. All in favour. Cllr Everard signed the minutes. There were no matters arising from the minutes.
1180. Clerk’s Report
The clerk advised that she will be attending the County Councils Website Training at Tattershall Bridge on Monday 30th March.

1182. Correspondence
Correspondence had been sent to the Councillors prior to the meeting. This included LALC E-News, Scootability – Scooter Training program, LALC – News Cover Photos, LCC – Temporary Traffic Restriction – Bunkers Hill, NALC – Spring Conference – Postponed – due to risk of Coronavirus, Arthritis Action – Poster for Meetings in Lincoln, LCC – E-Newsletter, Witham Fourth District IDB – Maintenance of Watercourses, Environment Agency – Deadline extension for previously exempt abstraction activity licence applications, Lincolnshire Lowland Search & Rescue – Poster for Lincoln Lottery, Lincolnshire Best Kept Villages Competitions 2020 – Withdrawal of Funding – Competition not running this year, ELDC – Town and Parish E-News.
1183. Highways
There are still several pothole problems within the Parish, but it is difficult to see where they are and how deep due to them being filled with water. These will be reported again. The road from Tumby Woodside corner to Sandy Bank Corner is particularly bad with potholes on either side of the road. There is also quite a big pothole outside the council houses down Mill Lane. Cllr Everard advised that there were currently traffic lights down the Langrick straight but that he didn’t know what work was being carried out. Cllr Harrison advised that there will be traffic lights outside of the village hall from 16th March whilst the tree roots are removed from the culvert and the footpath cleaned. Cllr Harrison also asked if anyone knew of someone with a mini digger to hire both machine and man to clear the whole of the footpath from the school to the hall. It was agreed to spend a maximum of £300 for this work. Enquiries will be made to find someone.
Cllr Bargh advised that the Ofsted Good School sign has blown off in the wind. The school are to replace the sign with a new one. This will be erected against the fence on the school property.
1184. Planning
S/207/02300/19 – Waite Farm, Leagate Road, Thornton Le Fen, (Within Parish of Wildmore), Lincoln, LN4 4YN – Erection of a building for the housing of a biomass boiler to provide renewable community heating to existing dwellings – Full Planning Permission granted.
S/207/01540/19 – Land to the South of St Peters Church, Langrick Road, New York, Lincoln, LN4 4XH – Change of use of land to site 2no. static caravans for the keeping of dogs (already in situ) –

There were several comments from neighbours of this property objecting to the plans.
Application refused on 17th February 2020. This will now be followed up with enforcement action.
EC/207/00028/20 – Land of Langrick Road, New York – Storage of Tyres – ELDC Enforcement are looking into the best action to secure the removal of the tyres from the land.
1185. Low Tointon Trust/Village Hall
Cllr Lawes reported that the curtain screen between the main hall and meeting room are to be replaced on 2nd April. Funding has been received to carry out the work. This Saturday’s event has been postponed but will be held later in the year. The committee will monitor the Coronavirus situation before deciding if the bike nights will go ahead as planned. A successful coffee morning was held with a couple of craft stalls and a large tombola. The event was very well attended. Quotes have been sought for the Car Park area so that funding can be applied for. Cllr Hall had kindly donated money for work to be done to update the lady’s toilets. The committee are currently looking for a joiner to do the work. Whilst the large tree at the end of the hall has been removed, other trees down the roadside may soon need work doing on them. Cllr Harrison asked if money from the Low Tointon Trust could be used for this purpose. The clerk will speak with the Community Payback Team to see if they could do the work on the trees and to see if they were able to clear the footpath mentioned earlier in the meeting.
1186. Churchyard
Repairs are still being carried out to the Church, the cost of which is to be borne by the Church Commissioners.
Cllr Harrison advised that there were some branches down in the churchyard but that he will sort out the disposal of these. The clerk advised that she still hadn’t heard from the two tree surgeons about their quotes. She has asked Mr Houldershaw to do a quote for the work now. Once this is received, she will let Councillors know. The clerk also advised that Western Power are sending someone out to look at the tree on the front, close to the wires, which is rotting. She will update Councillors once she has any feedback from Western Power.
The drainage problem is still ongoing. The Churchwarden is waiting for the new vicar to arrive before mentioning the problem to the diocese. She is hoping that the Archdeacon pays a visit so that she can mention it to him and show him the problems being caused.
The clerk had been in touch with Leake’s regarding the War Memorial. They haven’t had time to come out yet but have asked for some photos.
1187. Police Matters
Cllr Harrison advised that hare coursers have been in the area again, but the vehicle got stuck and has since been crushed.

There is currently a joint operation between the Police/ELDC/Environment Agency to try to stop the problem of unwanted waste being disposed of incorrectly. They are stopping vehicles which they think are likely to be carrying waste and checking that they have the necessary licences and that the vehicles are in fact legal.
1188. Other Parish Matters
A new vicar, Rev Clive Todd, will be licensed at Sibsey Church on 16th March. The group of churches have been without a vicar for the past 3 years. The church currently has a shortfall in finances of approx. £5 million per year and one way to help the financial situation has been to keep Parishes without a vicar.
Cllr Bargh advised the school are currently looking for new people to volunteer as Governors. Governors would be expected to attend seven meetings per year.
He also advised that the school were holding a bingo on Friday 27th March, starting at 6.30pm, to which everyone is invited.
Cllr Foster advised that certain rounds for waste disposal have been changed but anyone effected would have been notified by ELDC, with new calendars being issued. Twenty new bin lorries have been purchased and these will start operation on 6th April. The Council are currently looking for a new landfill site and once sorted the one at Kirkby on Bain will close.
The clerk advised that a meeting is to be arranged with Coningsby Town Council to discuss the Emergency Plan. Coningsby’s Clerk is currently on holiday, but this will be organised upon her return.
ELDC are currently monitoring the Coronavirus situation and they, along with the County Council, will send any necessary information and guidelines to Parishes as and when is necessary.
The next meeting of Wildmore Parish Council will be held on Monday 11th May 2020 at 7.30pm in New York Lecture Hall.
