Minutes of the Wildmore Parish Council Meeting held on Monday 13th July 2020 at 7.30pm on Zoom

1205. Welcome by Chairman
Cllr Everard welcomed everyone to the meeting.
1206. To receive and approve apologies for absence
Apologies were received from Cllr Jones who had been held up with work. It was agreed by all present to accept the apology.
1207. To receive declaration of interest under the Council’s Code of Conduct related to business on the agenda
There were no Declarations of Interest brought before the meeting.
1208. To receive and approve the minutes of the last meeting held on 18th May 2020 for signature
The minutes of the meeting held on Monday 18th May 2020 had been circulated before the
meeting. It was proposed by Cllr Bargh and seconded by Cllr Harrison that the minutes be accepted
as a true and accurate record. All in favour. Cllr Everard signed the minutes. He will drop the signed copy of the minutes off at the clerk’s home for filing.

There were no matters arising from the minutes.
1210. Correspondence
LCC have issued details of their new opening times for the Household Waste Recycling Centres which will come into effect from 6th July. Slots must be booked to dispose of any waste. The clerk has put the details on both the noticeboard and the website.

LCC Trading Standards Service have sent an email warning Parish Councils that a company, Highways Group Ltd, are posing as being from LCC Highways and are offering to carry out work such as repairing potholes, tarmacking etc. If anyone is contacted by this Company, please let Trading Standards know.
Regular E-News have been received from LALC and the clerk has forwarded these to Councillors.
From the E-News dated 29th June Cllr Everard made everyone aware of the ICO’s guidance on Data Protection and GDPR. NALC have launched a publication on website accessibility. The clerk is booked on training for the new websites provided by LCC for Parish Councils. Hopefully once completed this will enable an Accessibility Statement to be produced for approval at the next meeting to meet the statutory publication deadline of 23rd September 2020
From the E-News dated 6th July Cllr Everard advised that the LGA (Local Government Association) had launched a consultation on a new model member code of conduct.
The LALC News had been circulated to all Councillors.
1211. Approval of Certificate of Exemption
The clerk presented the Certificate of exemption – AGAR 2019/20 to the meeting. It was proposed by Cllr Harrison and seconded by Cllr Kirk that this be accepted and signed. All in favour.
1212. Approval of Annual Governance Statement 2019
The Clerk presented the Annual Governance Statement to the Councillors. It was proposed by Cllr Kirk and seconded by Cllr Harrison that this be approved by the Parish Council. All in favour.
1213. Financial Statement for Year End 31st March 2020
The accounts for the year ending 31st March 2020 were presented by the clerk. It was proposed by Cllr Bargh and seconded by Cllr Kirk that these be approved. All in favour.
1214. Planning – To comment and receive updates on outstanding planning applications
S/207/00702/20 – Land Adjacent to Tiburon, Sandy Bank Road, New York, Lincoln, LN4 4YE – Erection of a detached house and relocation of the existing vehicular access. A decision is still awaited on this application.
S/207/00643/20 – Waite Farm, Leagate Road, Thornton Le Fen, Lincoln, LN4 4YN – Listed Building Consent – Extensions and alterations to the existing detached stables and detached pigeon cote to provide a link and forming a holiday let. Listed Building Consent – Alterations has been granted.
S/035/01039/20 – Hurn Bridge Farm, Hurnbridge Road, (Coningsby & Dogdyke Parish), New York – Erection of a livestock building for the rearing and finishing of pigs with a covered manure store to include 1no. associated feed silo and a hardstanding area. Councillors agreed to support this application but made observations about the potential odour coming from the site. Any odour

issues would mainly affect Hawthorne Hill although there may be a slim chance that New York could be affected.
The only other concern was that the road leading to the site may not be suitable for extra heavy traffic although this road is currently used by agricultural vehicles/machinery on a regular basis.
S/035/01040/20 – Hurn Bridge Farm, Hurnbridge Road, (Coningsby & Dogdyke Parish), New York – Erection of an agricultural building for the storage of straw. Councillors agreed to support this application.
EC/207/00325/18 – Land off Langrick Road, New York – Change of use of land for the siting of 2 no. static caravans and storage of tyres. The clerk advised that she had been informed by ELDC that further to their decision to issue an Enforcement Notice relating to the above the owner has now appealed to the Secretary of State (Planning Inspectorate). Any written comments for consideration from the Parish Council must be received by the Planning Inspectorate by 10th August. A copy of the report will be sent to Councillors for their comments. Any comments to be sent to the clerk as soon as possible so that her and the Chairman can reply as necessary.
Cllr Foster advised that he would speak with Cllr Ashton to ensure that he keeps the Parish Council informed of any developments regarding the Animal Sanctuary.
1215. Low Tointon Trust/Village Hall - To update and discuss any Village Hall issues
A meeting was held recently of the Hall Committee under strict Covid guidelines. Attending from the Parish Council were Cllr Kirk, Cllr Bargh and Cllr Everard. Tracey Farrington has been appointed as Secretary of the Committee. The Committee are currently looking for a new caretaker as Mrs Appleyard has decided to stand down from the role. A deep clean of the hall is to take place on Saturday 18th July from 10am onwards. The car park has now been completed, with grateful thanks to The Maxwell Trust for their kind financial support. Mrs Harrison has managed to secure further funding which will be used to put up fencing/gates to stop unnecessary use of the car park. The Committee Room is to be re-carpeted and Cllr Kirk is looking into upgrading the lights. The hall is provisionally booked for a birthday party at the end of July and a bike night on 6th August.
Regarding the Low Tointon Trust, it was unclear as to whether Cllr Bargh had been added as a Trustee. A meeting will be organised for September with the existing Trustees to appoint Cllr Bargh as a Trustee.
1216. Churchyard – To consider work required and approve any work to be undertaken.
Cllr Everard reported that one of the trees at the entrance to the churchyard has lost one of its branches and this has fallen on the shed roof, causing damage to 2 or 3 tiles. Mrs Casey will be approached to see what work needs to be done to correct the damage.
Councillors had received a copy of the quote for the work to the trees in the churchyard from the clerk. Cllr Everard asked if further quotes could be obtained. The clerk will ask other clerk’s in the

area for recommendations as to who they use for such work. She has already tried several companies without success. Mrs Casey had also sent through a list of contacts who may be able to quote for the work. Cllr Bargh advised that he would forward the details for the Company he has recently used. Cllr Harrison commented that if we can’t soon get other quotes then we should just go ahead with the one received and get the work done. If no further quotes are received by the end of July it was agreed to look at getting the work done by WCG Gardening and Tree Care.
The clerk advised that she had been in touch with a Company called IMI (Independent Memorial Inspection) regarding an estimate for the cleaning of the War Memorial. She is currently waiting for them to come back to her.
Cllr Harrison advised that the abandoned van at the churchyard has been reported as it doesn’t currently have a licence.

It was proposed by Cllr Harrison and seconded by Cllr Bargh that the above accounts be authorised. All in favour. It was agreed that the clerk would take the cheques for signing, along with the minutes and the accounts forms to the village hall on Saturday 18th July. Cllr Everard, Cllr Kirk and Cllr Harrison will all be there and will sign all necessary documents. All in favour.
The clerk will complete the VAT form to reclaim the VAT for the past year, to include the payment for the hall car park.
1218. To discuss any other parish matters that require any urgent or immediate consideration, such as, Police/Crime, Development, Education, Health, Highways, District and County Council, Training
Cllr Harrison advised that as, yet he hadn’t managed to do anything with the bus shelter down Mill Lane, but that he would get this sorted.
Cllr Bargh advised that after the summer holidays the school would re-open on 3rd September for Reception and Year 3 and for the whole school from 7th September. He also advised that the Parish Council would be getting plans through for work at the school. The old shed is to be knocked down and a new classroom/toilet/meeting room built in its place. Cllr Bargh was thanked for his hard work during the past few months, under very difficult circumstances.
Cllr Kirk mentioned that there has been a significant increase in traffic speeding through the village.
Cllr Everard said that he would speak with the Community Pay Back team regarding getting the footpath and the hardcourt at the hall cleared.
1219. Future Meetings and Items for Consideration
The next meeting is scheduled for Monday 14th September and depending on the coronavirus situation and social distancing regulations may well be held as another Zoom meeting.
