Minutes of the Meeting of Wildmore Parish Council held on Monday 9th January 2023 in New York Lecture Hall.

1444. Welcome by Chairman
Cllr Everard welcomed everyone to the meeting and thanked them for attending.
1445. To receive and approve apologies for absence
Apologies had been received from District Councillor, Cllr M Foster. Cllr Kirk had sent his apologies due to being on holiday. It was agreed to approve the apologies.
1446. To receive declaration of interest under the Council’s Code of Conduct related to business on the agenda and to consider any dispensations
There were no declarations of interest brought before the meeting.
1447. To receive and approve the minutes of the last meeting held on Monday 14th November 2022 for signature
The minutes of the meeting held on Monday 14th November 2002 had been circulated before the
meeting. It was proposed by Cllr M A Jones and seconded by Cllr Harrison that the minutes be accepted as a true and accurate record. All in favour. Cllr Everard signed the minutes.
1448. To note any matters arising from the minutes not included on this agenda for report only
ELDC – The District Council are looking to finalise their move to Horncastle on 23rd January when all departments should have moved from Manby.
Shared Prosperity Fund – LALC are to organise meetings/training for clerks and councillors on the process for bidding for a share of the grant. The grant can be used for community projects such as improved broadband. The clerk will circulate details of the meetings once they are received.

1449. To consider next steps for the Community Speedwatch scheme
Cllr Everard advised the meeting that he hadn’t heard anything from Community Speedwatch about coming out to assess the area for suitability. The clerk will check if they received the Volunteer Indemnity Form which she had emailed over. Before the next meeting Cllr Everard will obtain quotes from companies for the speed indicator devices. Cllr Avison will ask Tattershall Thorpe Parish Council where they sourced theirs from. One of the best supplying companies appears to be Elan City. It was agreed that going down the route of the speed indicator device was the best option for the village. This has been put into the budget and will be precepted for. This item will be put on the March agenda again for further discussion.
1450. To note the date of the Coronation and any emerging plans
The Coronation of King Charles III will take place on Saturday 6th May with Monday 8th May being an additional Bank Holiday. The school currently have nothing planned to celebrate the event. It was suggested that a tea party be held at the hall and this idea will be brought to the Hall Managers meeting. No Beacons are being lit for the event, but these are to be used again for the 80th Anniversary of D-Day. Once arrangements have been made the clerk will check to make sure that the Parish Council Insurance covers everything.

It was proposed by Cllr Lawes and seconded by Cllr Harrison that the above accounts be authorised. All in favour. Cheques were signed at the end of this meeting.
1452. To approve budget and precept for 2023-2024
It was proposed by Cllr M A Jones and seconded by Cllr Harrison that the budget submitted by the clerk at the November meeting be approved and that the precept for the year be set at £7769.00. All in favour.

1453. Correspondence
Correspondence had been circulated prior to the meeting. This included the LALC E -Newsletters,
LALC News and regular updates from LALC and NALC.
The Neighbourhood Policing Team Newsletter had been received and circulated.
An email had been received from a resident and this was noted. Unfortunately, the Parish Council are unable to assist, and the problems need reporting to the relevant authorities.
1454. Planning – To comment and receive updates on outstanding planning applications
S/207/01868/22 – Langley Cottage, Hundle House Lane, New York, Lincoln, LN4 4YW – Extension to existing dwelling to provide additional living accommodation – Full Planning Permission granted. The plans for this application hadn’t been received by the Council. The only comments which would have been made are that there this foul water being discharged from the property into the allotment ditch.

S/207/00538/22 – Houghbridge House, Langrick Road, New York, Lincoln, LN4 4YP – Erection of an agricultural storage building for machinery – Full Planning Permission granted
S/207/02403/22 – Houghbridge House, Langrick Road, New York, Lincoln, LN4 4YP – Siting of a static caravan for residential accommodation – No comment
S/207/02074/22 – Site Neighbouring Triburon, Sandy Bank Road, New York, Lincoln, LN4 4YE – Erection of a Garden Structure – Full Planning Permission granted
S/207/02075/22 – Lady Mead Cottage, Castledyke Bank, New York, Lincoln, LN4 4XF – Extensions and alterations to the existing dwelling to provide additional accommodation and erection of a detached garage and workshop – Decision awaited
EC/207/00495/21 – Chapelry Farm, Langrick Road, New York, LN4 4XH – Siting and storage of a vehicle on land – This matter continues to be fully investigated by the Enforcement Team from ELDC to establish if a breach of planning legislation has taken place. There are several animals back in the neighbouring field. There continues to be rats around the property.
S/207/02406/22 – Round House Farm Haven Bank, New York, Wildmore – Erection of 2 no. detached dwellings, existing agricultural bars to be demolished. The council were unable to discuss this application as Councillors hadn’t received the plans sent through by the clerk. She will resend them and ask ELDC for an extension to the deadline for comments. Cllr Harrison advised that he had seen the plans online. The Environment Agency had commented that the proposed development would only meet the National Planning Policy Framework’s requirements in relation to flood risk if the following planning condition is included: Finished floor levels to be set no lower than 2.3 metres

above Ordnance Datum for the two-storey dwelling and 2.5metres for the single storey with mezzanine dwelling. The development should have at least two storeys.
1455. To discuss any other parish matters that require any urgent or immediate consideration, such as, Police/Crime, Development, Education, Health, Highways, District and County Council, Training Items.
Education – Cllr Bargh advised that three new children from one family had started at the school, the family have moved into the area.
Highways – The condition of the B1192 is deteriorating in several places. He road from Haven Bank to Hermitage is particularly bad.
LCC – The County Council have asked for any comments on their proposed budget.
1456. Future Meetings and Items for Consideration.
The next meeting is scheduled for Monday 13th March 2023 at 7.30pm in New York Lecture Hall.
The Community Speedwatch Scheme will be added to the agenda
