Minutes of the Wildmore Parish Council Meeting held on Monday 13th January 2020 at 7.30pm in New York Lecture Hall.

1163.                     Welcome by Chairman

 

Cllr Everard welcomed everyone to the meeting.

 

1164.                     Apologies for Absence

 

Apologies were received from Cllr Foster and Cllr Avison, District Councillors.

 

1165.                     Declaration of Interests

 

There were no Declarations of Interest brought before the meeting.

 

1166.                     Minutes of the Last Meeting

 

The minutes of the meeting held on Monday 11th November had been circulated before the meeting.  It was proposed by Cllr Kirk and seconded by Cllr Bargh that the minutes be accepted as a true and accurate record.  All in favour.  Cllr Everard signed the minutes.  There were no matters arising from the minutes.

 

1167.                     Clerk’s Report

 

The clerk advised that she had spoken with the clerk from Coningsby Town Council regarding the Emergency Plan.  A meeting is to be organised to discuss the plan.  Cllr Everard and the clerk will attend to represent Wildmore Parish Council.

It was proposed by Cllr Jones and seconded by Cllr Lawes that the above payments be authorised.  All in favour.

 

Approval of Financial Support for the Lecture Hall

 

It was proposed by Cllr Bargh and seconded by Cllr Jones that the Parish Council support the hall again this year for the same amount, as previous, of £1000.00.  All in favour.

 

To consider joining and approve payment to join LALC Annual Training Scheme

 

The cost of the LALC training scheme this year for the Parish Council would be £85 plus Vat.  It was decided not to subscribe this year but to pay for any training as and when needed.

 

 To consider repair/demolition of the Bus Shelter at New York School

 

As the bus shelter isn’t used and is in poor repair it was proposed by Cllr Harrison and seconded by Cllr Kirk that it be demolished.  This will be organised.

 

Precept/Budget

 

The clerk had prepared budget figures for the Councillors to help set the precept for the coming year.  Budget figures were as follows, Insurance Hall Building £400, Insurance Parish Property £185, LALC Annual Subscription £170, Churchyard Grass Cutting £1500, Clerk’s Salary £1920, Hall Hire £84, Audit Fee £60, Hall Managers Support £1000, Poppy Wreath £20, Printer Ink £100, Petty Cash £70.  This gives a total of £5509.  Further work needs doing on the Drainage and Trees at the Churchyard.  Taking the above into account it was proposed by Cllr Harrison and seconded by Cllr Bargh that the Precept be set at £6500 again this year.  All in favour.  The clerk will complete the necessary forms and return these to ELDC.

 

1169.                     Correspondence

 

Correspondence had been sent to the Councillors prior to the meeting.  This included LALC E-News letters, LCC - School Admissions Consultation, Citizens Advice – Contact number and website details,

1170.                     Highways

 

To receive report from Meeting with Cllr Davies from Highways.

 

Cllr Ashton had accompanied Cllr Davies from Highways on a tour of the Parishes which come under his responsibility.  They had met with Cllr Everard, Cllr Harrison and the clerk at the Village Hall to discuss various concerns within the Parish including speeding traffic, state of the footpath, condition of the roads, missing/damaged signs and potholes.   Cllr Davies advised that signs were not currently a priority.  The maintenance teams are on pothole duty rather than putting signs back in place.  Saying that the sign outside the village hall has been put back but the flashing light hasn’t been re-installed. Once the holes have been filled in over the Winter period the teams will start on catch up with other jobs.  Cllr Davies advised that any items addressed at the meeting will be put in a work plan over the next few weeks/months.  A review of the speed limits through the village will be considered and Cllr Ashton will be kept informed of any progress/changes.   The drain outside of the hall was blocked and during the repairs the footpath has been covered in mud.  This will be cleared.  Cllr Davies will look what can be done to improve the state of the footpath from the hall to the school. 

 

Although not in our Parish, Gibbet Nook junction was discussed.  A roundabout was requested to ease the traffic problems, but Cllr Davies advised that this wouldn’t be possible due to the amount of money it would cost.  He will speak to the Lincs Road Safety Partnership to see what, if anything, can be done.

 

The sides of the road down Sandy Bank need repair, this will be reported to Highways.

 

1171.                     Planning

 

 S/207/02025/19 – Wincover, Dogdyke Road, New York, Lincoln, LN4 4UL – Extensions and alterations to existing bungalow to provide an additional bedroom and utility, provision of a pitched roof over existing flat roof, an attached self-contained annex, and demolition of existing detached garage – Full Planning Permission granted.

 

S/207/02300/19 – Waite Farm, Leagate Road, Thornton Le Fen, Lincoln, LN4 4YN – Erection of a building for the housing of a biomass boiler to provide renewable community heating to existing dwellings – Support

 

S/207/01540/19 – Land to the South of St Peters Church, Langrick Road, New York, Lincoln, LN4 4XH – Change of use of land to site 2 no. static caravans for the keeping of dogs (already in situ).  Councillors objected to the plans.  Residential caravans are totally unsuitable for keeping dogs in.  Following the recent RSPCA and Police raids the welfare of any animals kept on the premises is a cause for concern.  The caravans are currently situated at the bottom of the field with no access or running water to them.  Concerns were expressed that the animals could be left on their own and unattended for lengthy periods of time.  Due to the location of the caravans it would be difficult to keep the area clean and free from dog fouling and concerns were expressed that the mess could end up in the ditch at the back of the caravans.  The caravans are not in keeping with the local area and

would most definitely have an impact on the neighbouring properties and landscape.  There have also been numerous planning objections before to various requests from the owner of the property.

Councillors requested, that if the matter be approved, that the matter be passed to the planning committee.     

 

Cllr Ashton agreed to talk to enforcement to see what is going on at the property and will report back.

 

Cllr Jones advised that Wishanger Cottage is now up for auction with a starting price of £66k.

 

1172.                     Low Tointon Trust/Village Hall

 

There was nothing to report on the Low Tointon Trust.

 

A coffee morning is to be held at the village hall on Saturday 25th January to which everyone is invited.  Grants are to be looked at to replace the screen between rooms.  Cllr Hall said that there may be some money left in the District Councillors pots.  Bike nights are to restart in April.  A social is to be organised for March.  The next meeting of the hall committee is at the beginning of February.

 

1173.                     Churchyard

 

Leake’s Masonry at Louth are to come and look at the War Memorial to give a quote for the work needed to repair it.

 

The clerk advised that she had been in touch with two different tree specialists regarding the trees which need work doing on them.  They had both met with the clerk at the churchyard to have a look and had promised to send quotes.  Despite chasing them no quotes have been received.  The clerk will try to find someone else to do a quote. 

 

The drainage problems are still ongoing.  The Churchwarden has not yet put in a formal request for the work to be carried out.  A new vicar is to come in during March and once settled they will be approached about the problems.

 

A request to mark the boundary of the church at the front has been put forward.  This could be done with a link chain and posts and will be investigated.

 

1174.                     Police Matters

 

Hare coursers have been seen around the area again, near Canada Farm and Horse & Drill Lane. 

 

1175.                     Other Parish Matters

 

There were no other matters brought to the meeting.

 

The next meeting of Wildmore Parish Council will be on Monday 9th March at 7.30pm in New York Lecture Hall.
