Minutes of the meeting of Wildmore Parish Council held on Monday 12th February 2024 in New York Lecture Hall.

Welcome by Chairman

The meeting was declared open by the Chairman at 7.04pm.

 

All were informed that it was Mrs Appleyards last formal meeting serving as Clerk.

To receive and approve apologies for absence

No apologies were received.

To receive declarations of interest under the Councils Code of Conduct related to Business on the agenda and to consider any dispensations

Cllr Everard declared an interest with LALC.

 

An interest was declared by Cllr Everard, Cllr Harrison and Cllr Hawes for New York Village Hall planning permission.  A dispensation has been granted for the rest of their term to prevent the council becoming inquorate on these items.

To receive and approve the minutes of the last meeting held on 8th January 2024 for signature

Minutes of the meeting held on 8th January 2024 were circulated before the meeting.  It was proposed by Cllr Harrison, seconded by Cllr Lawes and RESOLVED that the minutes be accepted as a true and accurate record.  Cllr Everard signed the minutes.

To note any matters arising from the minutes not included on the agenda for report only

Discussions took place on the costings of the church bench and was agreed that it would be discussed again at the next meeting. 

 

Clerk to see if any further funding could be obtained for the wooden bench.

 

Cllr Everard left the room whilst LALC training costings were discussed. 

 

It was proposed by Cllr Harrison and seconded by Cllr Lawes that LALC training costs of £40.00 from 01.02.24 to 31.03.24 and £132.00 from 01.04.23 to 31.03.25 be approved.

 

Cllr Everard returned to the meeting.

Financial Update and Authorisation of Payments – Payments to be approved:

LALC Training costs –   £40.00 from 01.02.24 to 31.03.24 and £132.00 from 01.04.23 to 31.03.25

HMRC PAYE - £78.20

Salary – £311.95

LALC - £132.00 and £40.00.

 

It was proposed, seconded and RESOLVED to pay these payments.

Planning – To comment on and receive updates on outstanding planning applications

S/207/00079/24 – New York Village Hall, Langrick Road, New York, Lincoln, LN4 4YD –

The Parish Council debated, and it was proposed, seconded and RESOLVED to support the application, the clerk to report this to ELDC.

 

EC/207/00495/21 – Chapelry Farm, Langrick Road, New York, LN4 4XH –

It was reported by Cllr Everard that no further updates have been received.

Update on the handover from the Clerk to new Clerk and approval of any consequent actions needed

It has been agreed that the filing cabinet will be stored at the Village Hall, a new cabinet with anti-tipping to be ordered by the clerk. 

 

Cllr Jones has agreed to place notices in the noticeboard as and when required and to monitor the batteries weekly and add date of review in the logbook for the defibrillator.  Mrs Appleyard reported that batteries and pads for the defibrillators are due to be delivered this week and will be dropped off to Cllr Jones along with the noticeboard key.

 

All files not stored in the filing cabinet have been handed over to Mrs Phillips as well as keys for the village hall.

 

A laptop is to be ordered for clerking purposes by Cllr Everard.

 

The Councillors recognised Mrs Appleyards support and loyal service for the last 23 years as clerk and was presented with a card and gifts.  It was agreed that £50 would be contributed towards the cost of the gifts from the parish, funds to be paid to Cllr Everard.

Future Meetings and Items for Consideration

Cllr Ashton arrived at the meeting.

 

Cllr Foster reported that the ELDC budget had been amended and is going towards the Executive Board and then the Full Council for approval with a proposed increase of 4.95%.

 

The next meeting is scheduled for Monday 14th March 2024 at 7.30pm in New York Lecture Hall. 

 

Councillors requested that the wooden bench and an update on Tenby Lodge be added to the agenda.

 

The meeting was declared closed at 7.48pm.
