WILDMORE PARISH COUNCIL

 

Minutes of the meeting of Wildmore Parish Council held on Monday 10th November 2025 in New York Village Hall.

Public Participation

There are issues with the verges within the parish.  Cllr Matthews confirmed he will look at this.

96/25.   Chairman’s Remarks

All were welcomed to the meeting.

Cllr Everard confirmed he had attended the remembrance service as well as a number of other councillors, it was generally a good turnout.A donation to Royal British Legion (RBL) of £25 is being made for the wreath which was laid yesterday by Cllr Everard on behalf of the parish council.

 

97/25.   Apologies for absence and acceptance of any reasons given

98/25. To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations

A dispensation request was received by Cllr Harrison in regard to allotments in minute 104/25.It was unanimously RESOLVED that Cllr Harrison could have an input to the allotment discussion.

99/25. Notes of the last meetings held on 6th October 2025 to be approved as the minutes

              Minutes of the meeting held on 6th October 2025 were circulated prior to the meeting. It was RESOLVED that the minutes be accepted as a true and accurate record with an amendment added that drainage rates were for Witham Fourth.  The minutes were signed by Cllr Everard.

100/25. Clerks report on matters outstanding

              The website has been worked on by Webmaster.

101/25. Reports from outside bodies:

  1. County Councillor

The drains have now been fixed within New York.

Following Lincolnshire Highways relaying of Moorside Road it now has a smooth road surface; other road issues are down to be repaired.Cllr Matthews is going on a tour with the highway officer through New York parish area and other parishes in his ward and reminded everyone to use FixMyStreet to log all highway issues.Areas highlighted to Cllr Matthews were:

  • Mill Lane
  • Haven Bank
  • Holme Bridge
  • Westville Road is cracking after being resurfaced
  • 7 Mile Straight is caving in.
  • Langrick Road
  • Flashing streetlight outside Leagate

Balfour Beatty is offering schemes to local areas and was suggested that the footpath could be cleared from the village hall to the school.  Cllr Matthews confirmed that footpaths are the county council’s responsibility but they do not have the funds to look after the footpaths.

Cllr Matthews confirmed that he is happy to get the county council to clean the war memorial, any lettering to be replaced would be down to the parish council.

It was RESOLVED to accept all payments with the exception of Andy Jackson £375 until it is confirmed what has happened to the cheque, a BACS payment can be made once original cheque issued is destroyed/ stopped at the bank.

It was RESOLVED to transfer outstanding funds from the allotment account into the current account and close the allotment account.

 

Budget Monitoring

Councillors were provided with a percentage of spends so far, there were no concerns raised.

 

  1. Review of Earmarked Reserves

Funds have been earmarked for the purchase of a speed indicator device. The Chair asked for other earmarked funds to be identified as there used to be others.

 

  1. Draft Indicative Budget Proposal for 2026/2027 for debate

Councillors were provided with the budget proposal; it will be brought back to the next meeting once grass cutting and insurance is reviewed.

103/25. To consider the village hall lease which expires December 2027

The village hall is owned by the Low Tointon trust; there is £9000 in the trust which are charitable funds so cannot be handed over to the parish council.  The parish council have a 60-year lease with the Trust which expires end of 2027.  The parish council are responsible for the building and land.  A separate Management Trust run the hall.  Cllr Everard has agreed to speak with an ACRE/YMCA village hall advisor for further guidance.

104/25. To discuss Tumby Allotment Land at No Mans Friend 

Communication has been received about Tumby Allotment at No Mans Friend.  It was agreed that the Clerk contact Tumby Farms to confirm that there is a tenant and it is being farmed.

105/25. To consider pollarding the lime trees

Pollarding will be completed after Christmas by the farmer on whose land they are sited and there will be no charge to the parish council.

106/25. To receive an update on the bus shelter

A letter has been produced by Cllr Everard regarding the bus shelter.  All were in agreement for the letter to be passed to Cllr Matthews to be hand delivered to Cllr Michael Cheyne.

Cllr Matthews informed the parish council that the mayor is looking at providing more bus services, so could possibly be a joint project.

107/25. To receive an update on New York Primary School and the safekeeping of records

Cllr Bargh reported that there is no further information available and will raise the question with the school.            

108/25. To consider the next edition of the newsletter

It was agreed that the following can go into the newsletter: Volunteers for speed watch, budget, meeting dates, history boards, bus shelter, trees update, village hall updates.

109/25. Highways Matters

  1. Community Speed Watch

There is currently £500 in the budget to get the community speed watch up and running if there is an interest within the parish.A minimum of 3 people is required.Cllr Lawes will discuss with the village hall committee.

No update.

Cllr Everard has secured a deal with £125 reduction on each unit of speed indicator devices due to Mareham Le Fen also wishing to purchase.  It was RESOLVED that the speed indicators be ordered by Cllr Everard.

110/25.Planning

S/035/02114/23

LAND AT LEAGATE FARM CROSS KEYS LANE CONINGSBY LINCOLN LN4 4RT

Reserved Matters application relating to the erection of 148 no. dwellings, erection of garages, erection of a pumping station and construction of internal roads (outline planning permission ref no. S/035/01378/20 erection of 150 no. dwellings with means of access to be considered, granted 29th April 2021).          

The parish council did object to the outline planning permission and was agreed that objections be made again due to the following reasons:

  • Concerns with congestion and additional car users.
  • There will be an impact for schools and noted that New York Primary School has just closed, plus doctors will be overrun.
  • It will force people to use Dogdyke Road which will not be able to take any further traffic.
  • There are emergency gates in Scrub Hill which could be opened for workman traffic.

All were reminded that as residents are able to make a comment.
